About The Position

Performs complex and specialized work related to the administration of Employment Dispute Resolution (EDR) activities and processes. Provides interpretation and guidance to leadership and employees to ensure compliance with established guidelines, policies, laws, and regulations. Reviews, monitors, and analyzes employment dispute issues in the Baltimore County Public Schools (BCPS) regarding administrative leave, internal investigations, and termination processes. Prepares reports and correspondence. Gathers data and conducts research to provide a variety of administrative services. Performs other duties as assigned.

Requirements

  • Possession of an associate degree or the completion of 60 or more college credits.
  • Five years of experience in administrative support in the area of employee relations or related functions.
  • Knowledge of human resources operations and applicable laws.
  • Excellent written and verbal communication skills required.
  • Excellent organizational, attention to detail, and time management skills.
  • Skill in performing office purchasing, and related administrative activities.
  • Skill in maintaining databases, spreadsheets, and logs.
  • Skill in maintaining filing systems.
  • Skill in operating personal computers and related office equipment.
  • Skill in the use of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and HRIS systems.
  • Skill in setting up and maintaining electronic case database and paper filing systems.
  • Skill in gathering and compiling information for reports.
  • Skill in explaining procedural requirements to all levels of customers.
  • Skill in synthesizing information and composing succinct, coherent, and grammatically correct correspondence, memoranda, and brief reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to maintain highly sensitive and confidential information.
  • Ability to work independently and efficiently on diversified tasks simultaneously.

Responsibilities

  • Serves as the EDR office liaison to employees, administrators, and other BCPS offices.
  • Provides guidance to employees, supervisors, and related offices regarding procedures involving highly sensitive and confidential information including investigations, discipline and administrative leave procedures.
  • Facilitates the placement of employees on administrative leave at alternative work locations.
  • Distributes and collects relevant paperwork and reviews for accuracy with follow-up as needed.
  • Ensures timely and accurate data entry into HRIS.
  • Provides guidance to supervisors to ensure accurate timekeeping.
  • Ensures that the time sensitive deactivation and reactivation of an employee’s credentials and system access is handled promptly.
  • Facilitates the cancellation of administrative leave.
  • Manages and updates the administrative leave cabinet report for leadership.
  • Assists the Director to draft recommended termination letters that are consistent with applicable policies, procedures, and laws.
  • Processes employee resignations and terminations from administrative leave.
  • Drafts correspondence, memos and other documents, and edits for format, grammar, and completeness.
  • Assists office heads to locate, review, and prepare documents for production in response to subpoenas, Maryland Public Information Act (MPIA) requests, or other requests for production in connection with litigation or other complaints filed with external agencies.
  • Responds to inquiries regarding employee misconduct and provides guidance to administrators and office heads in compliance with Board of Education Policies, Superintendent Rules, and state and federal laws.
  • Serves as primary liaison with vendor for case management system to include troubleshooting issues and report preparation.
  • Ensures timely and accurate data entry and maintenance of the EDR case management system.
  • Monitors status of cases and follows-up with appropriate offices and provides updates to EDR leaders.
  • Facilitates high-volume processing of employment history review forms for former employees in compliance with State law.
  • Conducts research of databases related to former employee conduct, including internal and external investigations, to ensure prompt and accurate reporting.
  • Serves as office webmaster. Generates and revises content for web pages. Ensures information, including processes and forms, located on the office website are current, accurate, and accessible.
  • Gathers information and obtains case files from investigators to assist in the preparation and editing of succinct, accurate and thorough reports.
  • Provides follow-up to schools and offices to obtain necessary information.
  • Collaborates with other offices within and adjacent to Human Resources and participates in cross-over case review meetings.
  • Assists office heads with purchases of goods and services for EDR offices.
  • Assists in the review and processing of receipts, invoices, expense reports and related financial documents.
  • Reconciles receipts and procurement card purchases.
  • Coordinates the storage, retrieval, and dissemination of information, data, files, and documents pertaining to office operations.
  • Creates, organizes, and maintains electronic and paper document filing systems.
  • Coordinates the archival and disposal of files.
  • Maintains correspondence, document tracking and control systems.
  • Tracks and follows up on assigned responses, due dates, reviews, and signatures.
  • Assists, as needed, with gathering of evidence, investigation of facts and review of relevant policies, rules, and legal authority, to assess EDR issues and support the Director and Investigators with consultations, reviews and investigations.
  • Assists in creating and providing training and support to BCPS departments, including live, video, and PowerPoint presentations.
  • Assists in developing training brochures and handouts.
  • Provides backup support, as needed, for processing employee background clearances.
  • Performs other duties as assigned.
