This role is ideal for a seasoned Housing Specialist with a minimum of five years of direct HCV experience, including at least one year serving in a lead or senior capacity, who thrives in a fast‑paced, compliance‑driven environment. The Lead Housing Specialist plays a critical role in ensuring program integrity, regulatory compliance, and high-quality customer service while supporting and mentoring staff. This position serves as a subject-matter expert, problem solver, and liaison between frontline staff and management, helping to drive performance outcomes, maintain HUD compliance, and uphold the agency’s mission of providing safe, affordable housing opportunities to the community.

Requirements

  • Minimum five years of HCV Experience
  • One year in a Lead Role
  • Must have HCV Specialist certification
  • Five years of experience in an environment requiring extensive public contact or customer service.
  • Strong computer skills.
  • Excellent organizational, analytical, and math skills required.

Nice To Haves

  • Accounting, mortgage processing, and direct customer interfacing experience a plus.
  • Knowledge of the HCV program requirements, policies, or procedures, preferred.

Responsibilities

  • Leads and oversees daily Housing Choice Voucher (HCV) program activities, ensuring assigned transactions are completed accurately, timely, and in compliance with SEMAP, contractual obligations, and established performance standards.
  • Serves as a technical resource and subject-matter expert for Housing Specialists, providing guidance, oversight, quality control, and support on complex cases and regulatory interpretation.
  • Ensures full compliance with HUD regulations, the Administrative Plan, and agency policies and procedures across all assigned program activities.
  • Plans, prioritizes, and monitors workloads to support timely transaction turnaround and achievement of leasing and utilization goals.
  • Reviews, processes, and oversees eligibility determinations, leasing activities, annual and interim re-certifications, moves, rent increases, rent reasonableness, portability, HAP contracts, informal reviews, hearings, and terminations.
  • Conducts or reviews verification of income, assets, family composition, citizenship, and other eligibility factors for accuracy and completeness; ensures proper documentation distribution.
  • Performs and validates complex calculations related to income, deductions, tenant rent, subsidies, utility allowances, reimbursements, retroactive adjustments, and repayment agreements; identifies trends and ensures timely correction of errors.
  • Maintains oversight of participant and applicant files, ensuring accuracy, completeness, and strict confidentiality of all personally identifiable information (PII).
  • Provides leadership-level customer service, addressing escalated participant and owner concerns, ensuring nondiscrimination, and modeling professionalism for staff.
  • Monitors productivity metrics, prepares or reviews required reports, and supports management with data analysis and performance tracking.
  • Coordinates program activities with supervisors, managers, inspectors, and other departments; promptly escalates discrimination, legal, or compliance concerns to leadership.
  • Acts as a problem solver and troubleshooter, resolving complex transactions and compliance issues identified by management or audit findings.
  • Assists with training, onboarding, and mentoring of new and existing staff, reinforcing procedural consistency for paper and software workflows.
  • Maintains current knowledge of HUD guidance, PIH notices, Administrative Plan updates, and regulatory changes, ensuring staff alignment with evolving requirements.
  • Completes additional assignments as directed to support program integrity, compliance, and continuous improvement.
