About The Position

This is an administrative role focused on managing and administering housing vouchers — not providing direct housing placement or case management. The position helps clients fund housing through voucher programs by ensuring compliance, accuracy, and timely processing of all related documentation. The role ensures accurate processing, compliance, and coordination of housing vouchers through the U.S. Department of Housing and Urban Development (HUD) and the Colorado Division of Housing . This role requires strong organizational skills, attention to detail, and familiarity with federal and state housing regulations.

Requirements

  • High school diploma or equivalent experience required.
  • Knowledge of Housing Voucher programs, Shelter Plus Care, and State Housing Voucher programs, including HUD and State Division of Housing rules and regulations required.
  • Must be at least 21 and have a current Colorado drivers license and a safe driving record.
  • Will require travel to/from clients housing environments.
  • Verbal and written communication skills and ability to convey complex information in a clear fashion.
  • Ability to communicate about housing and behavioral health issues.

  • Prior experience with the unhoused community or in a community mental health setting preferred.

Responsibilities

  • Maintain high occupancy levels for HUD and Sate of Colorado housing voucher programs.
  • Maintain relationships with landlords in Boulder and Broomfield Counties.
  • Monitor re-exam due dates, complete the annual re-exam process by having client sign paperwork, obtain verifications following State Division of Housing (DOH) verification hierarchy, and send appropriate paperwork to the landlord within required deadlines.
  • Complete required actions in Elite (DOH’s computer system) before due dates which includes performing complex calculations of medical expenses, assets, and all sources of income for client certifications.
  • Keep track of due dates for inspections; schedule and perform housing quality inspections to ensure adherence to federal standards; complete inspection forms and enter the data into Elite.
  • Track rental payments, ensure proper payment by housing authority, and report changes to clients, landlords, and DOH.
  • Administer program exits due to evictions, violations, or death.
  • Manage housing voucher wait list for the Housing Choice Voucher program, Shelter Plus Care, and State housing voucher programs to maintain accuracy and prioritize as applicable.
  • Enter Housing Choice voucher applicants on waitlist into Elite.
  • Provide education to clients about inspection requirements, paperwork requirements, lease compliance, and other housing issues.
  • Complete a tenant conference and required documentation when a tenant has broken housing subsidy rules or violated lease.
  • Communicate housing difficulties to therapist/case manager and collaborates with them on crisis concerns, housing violations, and lease violations to assist client in maintaining housing subsidy.
  • Compile grant information as needed for reporting requirements.
  • Assists with HMIS date collection and data entry for homeless grants.
  • Ensure completed paperwork (including, but not limited to, annual paperwork, inspection records, etc.) is filed in a timely manner and that all required paperwork is complete and accurate and in compliance with HUD, DOH, SAMSHA, and other regulations.
  • Collaborate with clients, probation officers, landlords, or other community vendors to solve problems and increase the success of clients maintaining housing.
  • Coordinate with State Division of Housing, Office of Behavioral Health, Boulder Housing Partners, Longmont Housing Authority, Boulder County Housing Authority, Boulder County Housing and Human Services, and Broomfield County.
  • Attend required meetings to staff cases, give and receive updates, and other administrative meetings.
  • Attend conferences and trainings to stay current with DOH and HUD regulations, paperwork, and processes.
  • Provides education and information to community groups, governmental groups and agencies specific to the interaction between mental health and residential issues.
  • Participate in open hours and other forums/educational opportunities to assist clients with housing resources and housing needs.
  • Effectively interacts and communicates with other CFHW staff/clients/customers/partners/etc.
  • Regular and consistent attendance is required to perform other essential functions of the job.
  • Maintain a safe work environment.
  • Meet defined individual and departmental goals, activity metrics, and Key Performance Indicators.
  • Promote and support CFHW mission, vision, and values through behavior and job performance and adhere to policies and procedures, Compliance Plan, and Standards of Conduct.
