About The Position

To inspect, provide work specifications, cost estimates, perform building diagnostic testing and install measures for the rehabilitation and energy services projects. Provide assistance to ensure the quality control and program production requirements. Additional duties related to department programs may be assigned as necessary.

Requirements

  • Position requires an associate degree plus one year experience, or 4 to 5 years of relevant training and experience in home remodeling, construction, rehabilitation, or BPI certification and a comprehensive understanding of housing systems and their operation.
  • Must possess intermediate typing and computer skills-Excel, Word, Outlook, and have the ability to scan and save documents electronically.
  • Must be able to articulate and describe housing deficiencies, housing program guidelines, and other available housing services.
  • Must be able to attend assigned conferences, seminars, and classes to maintain and upgrade current skills.
  • Must be able to understand the elements of each program.
  • Must understand building construction and systems and have ability to evaluate problems and suggest repairs.
  • Position requires automobiles, driver’s license and insurance.

Responsibilities

  • Work with homeowners to determine existing housing conditions and necessary steps towards correcting problems/conditions.
  • Interprets information and makes recommendations for required work; develops a written procedure.
  • Help the homeowner and funding source decide on a specific course of action.
  • Has daily contact with information of clients being served by Home Energy and Rehabilitation housing rehab program.
  • Inspections, specification writing, cost estimates, and construction supervision, in which independent discretion is required subject to review.
  • Can recommend expenditures up to $50,000 per job.
  • Determines which steps, methods and procedures from several prescribed options are required to successfully complete the project.
  • Compliance of program regulations is required within the context of the rehab or energy program.
  • Works with individual clients to advocate for rehabilitation and energy conservation services and programs.
  • Review Lead Based Paint Risk Assessments and modify the work specifications to abate or remediate lead hazards.
