About The Position

The Housing Rehabilitation and Preservation Administrator is responsible for planning, directing, managing, and overseeing affordable housing policy development and production in San Antonio. This role involves coordinating housing activities across various sectors, ensuring compliance with regulations, and managing staff to achieve project goals. The position is grant-funded and operates under at-will employment status, with no disciplinary appeal rights.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five years of increasingly responsible experience in public administration, urban planning, real estate development, construction management, architecture, finance, or a related field.
  • Two years of supervisory experience.
  • Valid Class 'C' Texas Driver's License.

Nice To Haves

  • Experience managing homeowner rehabilitation programs including minor/major home repair and rental rehabilitation.
  • Experience with compliance of residential development codes.
  • Experience working with grant-funded housing projects, including reporting metrics, budget development, and grant compliance.
  • At least two years of experience working with vulnerable populations.

Responsibilities

  • Oversees and coordinates all housing activities and functions for areas of responsibility including housing development programs and the Affordable Housing Plan(s).
  • Manages housing rehabilitation and production programs such as the Owner Occupied Rehabilitation Program and Minor Home Repair Program.
  • Collects housing data from agencies in San Antonio and Bexar County, providing production data for city programs.
  • Recommends dedicated revenue sources to fund affordable housing and program implementation.
  • Manages the creation and completion of housing projects, policies, and reports under the direction of the Director or Assistant Director.
  • Develops and implements goals, objectives, policies, and priorities for assigned services area.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • Establishes compliance with the City's policies and procedures.
  • Acts as a resource and liaison between City Departments and external contacts.
  • Interviews, selects, supervises, develops, evaluates, and disciplines personnel according to established policies.
