About The Position

Shift Details: Full-time – 40 hours/week Schedule: Monday-Friday from 8am-5pm, occasional weekends/on-call Compensation: $75,000-$90,000 annual salary Location: Hy brid; remote home office and traveling to housing properties, optional drop-in cube at Metro Office About the job: Oversee all aspects of a portfolio of affordable multi-housing properties located within the northern suburbs and Central Minnesota. The role is responsible for managing staff, systems, and operational processes to ensure overall success, stability, and performance of the portfolio. Key areas include property operations, regulatory compliance, financial performance, resident satisfaction, and team leadership.

Requirements

  • Minimum of 5 years of experience in managing a portfolio of 5 or more multi-housing communities
  • 5-8 years of supervisory or managerial experience in affordable housing or similar responsibilities

Nice To Haves

  • COS, TOS, or CRM certification preferred

Responsibilities

  • Model leadership that reflects and advances the organization's mission, vision, and values
  • Oversee all program operations to meet goals, ensure quality outcomes, and maintain compliance with licensure and organizational standards
  • Continuously monitor property performance, evaluate results, and adjust strategies to drive ongoing improvement
  • Establish annual property objectives in alignment with the organization's long range strategic plan and commitments to external funders
  • Identify and evaluate opportunities for new program initiatives or expansions based on community needs
  • Engage in ongoing professional development to strengthen leadership and program expertise
  • Provide timely and proactive updates to the Senior Director regarding program operations, accomplishments, challenges, and emerging issues
  • Ensure all HR practices comply with organizational policies, employment laws, and funding requirements
  • Develop and recommend feasible annual budgets for assigned programs
  • Manage program financial performance, ensuring expenditures and revenues align with approved budgets; proactively alert leadership to significant variances
  • Maintain effective financial management practices, including cost control systems, inventory processes, and purchasing protocols
  • Negotiate contracts with vendors, funders, referral partners, and community agencies
  • Maintain current operational policies and ensure program compliance with all licensing, regulatory, and funding requirements
  • Ensure physical resources are safely and properly maintained, recommending upgrades or improvements as needed
  • Recruit, supervise, train, and develop staff to achieve program objectives and provide high quality services
  • Ensure job responsibilities and expectations, goalsetting, and professional development planning
  • Represent VOA MN and its mission within professional, community, and policy environments
  • Develop and maintain collaborative partnerships that strengthen program responsiveness and impact
  • Participate in reviewing or shaping legislations, rules, and policies impacting program operations
  • Provide direct supervision to program staff and volunteers
  • Exercise judgment, initiative, and decision making in daily operations
  • All other duties as assigned
