About The Position

New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. SUMMARY: The New York State Housing Trust Fund Corporation (“HTFC”) seeks an inspector to conduct apartment and property inspections on behalf of recipients of vouchers for the federal Section 8 Housing Choice Voucher (“HCV”) program and the New York State Housing Access Voucher Program (“HAVP”) according to the National Standards for Physical Inspection of Real Estate (“NSPIRE”) and in compliance federal and state rules. The inspector will conduct the following types of inspections across upstate New York, including central New York, the Capital Region, the Mohawk Valley, the Southern Tier, and the North Country: 1.           Initial/Annual Inspection 2.           Re-inspections 3.           Emergency Inspections 4.           Special Inspections 5.           Quality Control inspections  The inspector shall be responsible for the following: 1. Conduct initial/annual Inspections, re-inspections, special and emergency inspections on behalf of HTFC for state and federal voucher participants. 2. Conduct quality control inspections on behalf of HTFC to review the performance of third-party contractors and Local Administrators. OVERNIGHT TRAVEL IS REQURED FOR THIS POSITION

Requirements

  • High School Diploma
  • Bachelor’s degree and three years of relevant experience
  • Three years of experience as a residential property inspector

Nice To Haves

  • Preference for candidates with previous Section 8 or affordable housing inspection experience.

Responsibilities

  • The Inspector shall use the Emphasys Elite solution, including the Elite landlord portal, to schedule and track inspection appointments, report inspection results, issue correspondence, and generate emergency fails report, no shows reports, lead paint, SEMAP reports and abatements.
  • Schedule travel to and from inspection appointments, including scheduling overnight trips to handle groups of inspections in close geographic proximity.
  • Arrive to inspection appointments on-time, appropriately dressed, and with the necessary equipment and proper identification
  • Conduct physical inspections of units in accordance with NSPIRE, HTFC’s Section 8 HCV Administrative Plan and any other applicable standard
  • For multi-family properties, inspect common areas and mechanical systems as required by the current Federal standard
  • Collect inspection results digitally in a report format mutually
  • Identify health and safety hazards and point them out to the tenant and landlord, as necessary; educate tenants and landlords regarding building safety, as appropriate
  • Report serious and immediate threats to health and safety of tenants to HTFC management staff in a timely manner.
  • Generate reports that includes the results of appointments from the previous day, and the schedule for the coming month, failed inspections, etc.
  • Remain current and prepared to advise HTFC, as necessary, regarding changes to Federal standards and local building codes
  • Submit periodic reports as required by HTFC related to Abatements, No Shows, Emergency fails, reports required under SEMAP and/or other audit requirements and any other reports as required from time to time by HTFC/HUD.
  • Educate other inspectors, including those provided by contractors, on current requirements and common errors; conduct on line and in person trainings as necessary
