Under the direction and supervision of HACLA leadership, managers, or other assigned supervisor, performs various tasks pertaining to Section 8 and other rental assistance programs. Accurately disseminates information about all rental assistance programs administered by the Housing Authority, responds to all inquiries timely, and resolves issues appropriately in a highly professional manner. Positions of this class work under minimal supervision and serve as caseload management experts which will require flexibility to handle cases in all aspects and/or manage more complex cases. Incumbents in this position will follow specific instructions in the use of Authority manuals, handbooks, and HUD guidelines to perform various tasks pertaining to initial leasing through continued occupancy, enforcement of HUD standards, and communication with residents and landlords to ensure program compliance.

  • Manage multiple cases simultaneously in all aspects including interviewing, contracting, assisting and directly working with applicants and participants
  • Receives, reviews for accuracy, and processes applications for admission and continued occupancy in Housing Authority programs
  • Interviews applicants to obtain required data regarding income, assets and family composition to determine eligibility for program assistance
  • Verifies information given by applicants with employers, public and private health, welfare agencies, and others
  • Notifies applicants of eligibility requirements, methods of selecting prospective tenants, and housing opportunities
  • Interprets and applies Housing Authority policies and procedures
  • Selects applicants for tenancy and establishes waiting lists
  • Verifies comparable rents and inspection approval
  • Coordinates inspections of vacated property and makes home visits, on an as needed basis
  • Processes new tenant contracts and prepares leasing documents, including follow-up correspondence to applicants and landlords
  • Processes yearly contract renewals (including annual, interim, or special reviews)
  • Conducts certification sessions
  • Provides ongoing contract maintenance between participants, landlords, and the Authority including landlord rent increases and tenant vacates
  • Addresses tenant and owner complaints
  • Performs other classification related duties as assigned
  • High school diploma or equivalent -AND- two (2) years experience providing direct customer service in public or private sector fields including public housing, social welfare, public health, employment service, counseling, vocational guidance, or a related field
  • OR- an associate's degree from an accredited college or equivalent college credits with specialization in Public or Business Administration -AND- one year of work experience
  • OR- a bachelor's degree from an accredited college or university with specialization in Public or Business Administration
  • Must possess a valid California Class 'C' Driver's License
  • Salary range: $66,851.20 - $94,452.80 Annually
