About The Position

The Tenant-Based Rental Assistance (TBRA) Program will provide housing assistance to eligible households. TBRA meets the needs of participants by subsidizing the difference between total rent and the monthly tenant rent (based on Tenant Rent Calculation Worksheet or other approved form), to be calculated and tracked by staff at CHN, or the referring agency, and paid out by CHN. The goal of TBRA is to support participants’ long-term wellbeing through safe and affordable housing options. The Housing Occupancy Coordinator administers the TBRA program.

Requirements

  • Experience providing case management services in a social service or supportive housing setting preferred.
  • Experience with harm reduction, motivational interviewing, cultural inclusivity, and trauma-informed care.
  • Proven ability to apply crisis intervention and de-escalation skills.
  • Knowledge/experience of housing subsidy programs preferred.

  • Bachelor’s degree in Human Services, Social Work, Psychology, and/or equivalent combination of education and experience required.
  • Proficiency with Microsoft Office applications such as Word, Excel, Outlook, and Teams is required. Candidates should be comfortable working with client database systems and learning new software tools as needed.
  • Previous experience in the delivery of evidenced-based programs is highly preferred, as well as excellent communication, client services, and data collection skills.
  • The appropriate person will be highly organized and detail-oriented.

  • Requires fingering agility for keyboarding.
  • The ability to sit, stand, and engage in extended periods of screen time or communication by phone is necessary to perform the essential duties of the role.

Responsibilities

  • Coordinates all occupancy aspects of scattered-site TBRA program participants.
  • Accurately and efficiently coordinates client meetings, waitlist maintenance, eligibility screenings, file upkeep, documentation, recertification, trainings, reporting and all other responsibilities associated with subsidy programs.
  • Schedules and performs Housing Quality Standards inspections for every participant annually. Follows up with tenant and landlords to ensure any deficiencies are remedied.
  • Serves as liaison and technical support for other AIDS Service Organizations participating in the TBRA program.
  • Coordinates database updates and check distribution for the TBRA program.
  • Develops and assists in the maintenance of resources for staff and clients in all areas of affordable housing.
  • Collaborates with Case Management to ensure the provision of housing accessibility for all clients and the development of long-term housing plans for program participants.
  • Tracks and submits appropriate documentation, billing and reports to the Housing Programs Administrator and appropriate partners/grantors.
  • Develops and maintains ongoing working relationships with local landlords, housing authorities, and affordable housing providers.
  • Participates in team meetings, case conferences, clinical supervisions, and all appropriate CHN staff meetings and other partner meetings in the community.
  • Assists with agency program audits as needed.
  • Cuts all TBRA checks appropriate to caseload and acts as back up to cut emergency financial assistance checks as needed.
  • Must be able to work in a diverse setting with diverse populations, including persons living with HIV, the LGBTQ+ community, persons of various ethnic backgrounds, disenfranchised communities.
  • Participation in training related to HIV, substance use, harm reduction, trauma informed care and related issues. Cultural Competency/Sensitivity.
