About The Position

Under the general supervision of the Director of City Development, The Manager administers of the US Department of Housing and Urban Development's Community Development Block Grant programs, Community Planning and Development housing programs (HOME, Housing Trust Fund, HOME-ARP). The Community Development Block Grant programs support community development, activities that are identified through an ongoing public engagement process. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, code enforcement, homeowner assistance, and other city priorities as determined. The HOME Investment Partnerships Program (HOME) provides formula grants to localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. The City's HOME program has provided grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits to accomplish our objectives of creating affordable housing for low-income households. Position is funded by the United States Department of Housing and Urban Development (HUD).

Requirements

  • Bachelor's degree in business, planning, public administration, or another related degree from an accredited college or university.
  • Paralegal certification or equivalent legal training, with experience in legal research, document preparation, and case management.
  • Experience in supportive services, neighborhood/housing redevelopment activities, and programs.
  • Valid driver's license and properly insured vehicle at the time of appointment and throughout employment.

  • Experience bringing groups and individuals together around complex issues.
  • Effective skills as an open communicator who can provide timely information, minimize conflict, and implement policy initiatives with a clear understanding of the difference between policy and administration.
  • Experience leading and managing staff and the ability to work independently and within a team setting.

Responsibilities

  • Knowledge of federal and state rules, policies and procedures of HUD's Community Development Block Grant programs, Community Planning and Development housing programs (HOME, Housing Trust Fund, HOME-ARP). Gains knowledge of technical components of programs.
  • Reviews applications assuring compliance with HUD's community Development Block Grant, HOME/NHTF/HOME-ARP and other Federal cross-cutting programs.
  • Manages the city services for the homeless and housing programs funded under the Emergency Solution Grant (ESG).
  • Serve as the liaison between the City of Racine and the Continuum of Care, coordinating communication, collaboration, and initiatives to support homelessness prevention and housing solutions.
  • Work with citizens and partnering organizations to establish local access to federal, state and local resources by facilitating applications and project proposals.
  • Provide information and feedback to clients, partnering organizations and the public concerning standards, procedures, legal documents, progress reporting, monitoring and project close-out requirements.
  • Provide assistance to loan and/or grant applicants in preparing, submitting, or revising applications.
  • Assist in the development and submission of required documents for project proposals, including project scope, tasks, specifications, etc.
  • Conduct project environmental, eligibility, and regulatory compliance reviews to determine and authorize project eligibility. Garner federal approval for regulatory compliance reviews when necessary.
  • Aid in drafting, negotiating and finalizing various agreements/contracts with contractors, clients, partnering organizations and vendors while maintaining adherence to federal, state and local regulations.
  • Facilitate various legal agreement/contract updates and obtain required signatures with contractors, clients, partnering organizations and vendors and facilitate approval processes via the City's contract routing system.
  • Assist in creating and maintaining data collection systems to monitor project progress and closeout.
  • Assist with all grant reporting requirements, including performance and financial data collection/entry, data analysis, technical writing, and submission of reports through various federal reporting systems.
  • Assist in monitoring agreement/contract performance and facilitate project close-out processes.
  • Manage required data entry functions through local, state and federal reporting systems.
  • Review, analyze and incorporate federal requirements and/or guidance documents into Division policies and procedures.
  • Make changes/updates to documents, applications, agreements, forms, and other templates as necessary due to program changes.
  • Perform on-site inspections and desk monitoring reviews to ensure compliance.
  • Assist clients and partnering organizations in attaining or maintaining compliance with federal, state and local requirements through varied case-management and coaching practices.
  • Assist in the processes for terminating various legal contracts and/or agreements for non-compliance and coordinate repayment of grant funding.
  • Provides technical assistance to grantees, applicants, and prospective applicants.
  • Conducts on-site monitoring and collaborates with internal and external stakeholders to ensure compliance with federal, state, and agency requirements.
  • Provides oversight for the lifecycle of assigned projects and serves as staff liaison to the project to provide technical assistance and resources, coordinate appropriate approvals and subsequent processes, and assure compliance with applicable rules and regulations.
  • Researches, compiles and analyzes program information to maintain policies and procedures.
