About The Position

This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) Major Range and Test Facilities Base (MRTFB) in DoD. The position is located at United States Army Dugway Proving Ground, approximately 50 minutes from Tooele, Utah, and a 90-minute drive from Salt Lake City, Utah. Dugway offers various alternate work schedule opportunities with most of the workforce working 4 ten-hour shifts Monday through Thursday. DPG is physically remote, entirely self-sufficient with government housing available for Soldiers, civilians, and Contractors. An AAFES PX, Civilian Authorized Commissary, Community Club, Physical Fitness Center, Swimming Pool, Post Chapel, Childcare, Youth Services, and Tooele County K-12 school system are on post. Employees choosing to live off post may use subsidized commuter van transport which operates to and from many of the major cities and towns throughout Utah. Within a day's drive are Utah's five national parks and many other attractions.

Requirements

  • Must be able to obtain and maintain a Secret Clearance.
  • Must obtain and maintain a valid State Driver's License.
  • Submit a Financial Disclosure Statement, OGE-450.
  • Position may require after hours call-back for emergencies.
  • Position has been designated 'Mission Essential'.
  • Appointment may be subject to a suitability or fitness determination.

Nice To Haves

  • Master's or equivalent graduate degree in a relevant field such as Human Resources.
  • 2 full years of progressively higher level graduate education leading to such a degree.

Responsibilities

  • Develop installation plans and procedures for barracks sustainment, including restoration, modernization, and/or replacement projects.
  • Represent the organization in installation level meetings and at various conferences with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.
  • Serve as the Contracting Officer Representative (COR), responsible for management, oversight, guidance, fiscal policy, and control of contractor owned government leased quarters.
  • Perform or direct periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and evaluate work being performed under housing contracts.
  • Evaluate management of the Rental Partnership Program and Utility Deposit Waiver Program.
