The Housing Inspector performs inspections in accordance with HUD and local inspection standards for residential dwelling units receiving assistance under several housing assistance programs administered by HOM. Inspectors may also conduct inspections of dwelling units managed by other housing agencies. The Housing Inspector is a non-exempt position. You'll work independently in the field, using mobile tools to document housing conditions, educate stakeholders, and help bring units into compliance. This is a mission-driven role with real community impact.

Requirements

  • Proficiency in Office 365 Suite, including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.
  • Strong attention to detail with the ability to be thorough and precise in documenting deficiencies.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Demonstrated high level of skill with interpersonal relationships and communication.

  • This role will have access to sensitive data, including Personally Identifiable Information (PII) and Protected Health Information (PHI), and must adhere to HOM Security and Privacy Policies.
  • Team Member may use or disclose PII or PHI through the course of their financial duties listed above. All use and disclosure is subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Must demonstrate HOM’s core competencies: Emotional Intelligence, Expertise, Ethics, and Excellence.
  • Valid California driver’s license and up-to-date automobile insurance.
  • Must be able to travel locally as needed for events, training, and site visits.
  • Ability to lift to 30 lbs. and stoop/bend on a regular basis and ability to climb stairs, Comfort entering distressed properties and units with animals/smoke/dust.
  • Housing Quality Standards (HQS) or INSPIRE Inspector certification or ability to obtain within one year of hire or promotion date
  • Willingness to perform other duties as needed or assigned.
  • At least 1 year of experience in housing inspections, construction, real estate, or a related field.
  • High school diploma or GED.
  • Understanding of Californias landlord tenant laws and responsibilities.
  • Working knowledge of building systems (electrical, plumbing, HVAC) and local codes.
  • Ability to work independently and manage a daily field schedule.
  • Experience with Section 8 or public housing programs.

Responsibilities

  • Perform initial, annual, special, and periodic inspections of dwelling units in accordance with HUD and local inspection standards.
  • Conduct move-out inspections of dwelling units vacated by program participants, as needed.
  • Perform re-inspections of failed units to determine if required repairs have been completed.
  • Identify owner vs. participant responsibility for repairs and recommend corrective action.
  • Investigate complaints about the physical condition of units and compile reports as needed.
  • Perform required inspections of subsidized units related to PSH, HUD CoC, RRH, Prevention, and other applicable programs.
  • Prepare inspection reports for informal hearings and rent abatement cases.
  • Provide inspection information and requirements to owners, tenants, and the public.
  • Testify and prepare written reports for hearings, as needed.
  • Coordinate inspection and re-inspection appointments with Housing Specialists, Property Management or Owner (POMs), and contracted agencies.
  • Enter inspection data, results, photos, and required documents into Padmission Journey; generate summary reports and correspondence and monitor regular activity reporting.
  • Gather, maintain, and present accurate inspection reports for all inspections performed.
  • Provide inspection results to Property Management or Owner (POMs), tenants, and partner agencies based on program documentation policies
  • Explain inspection results and consequences of failed inspections, including HAP abatement and possible program termination to Property Management or Owner (POMs), participants and service providers.
  • Develop and maintain rapport with Property Management or Owner (POMs).
  • Maintain consistent communication with Property Management or Owner (POMs) via phone, email, and in-person meetings.
  • Provide outreach and education to the Property Management or Owner (POMs) community.
  • Explain damage claim and vacancy loss procedures to Property Management or Owner (POMs) as needed.
  • Provide advocacy and problem resolution with clients, Property Management or Owner (POMs), and clinical teams.
  • Coordinate inspection and re-inspection appointments with Housing Specialists, POMs, and partner agencies.
  • Participate in housing-stability meetings related to tenant-inspection issues.
  • Assist Housing Specialists as needed.
  • Support negotiation of lease terms related to unit conditions.
  • Assist with clerical and technical tasks associated with PSH, HUD CoC, RRH, Prevention, and other applicable programs implementation.
  • Perform a variety of administrative functions supporting inspections and property support operations.
  • Assist with the implementation of federal, state, and local program regulations, policies, and procedures.
  • Prepare and maintain organized files, correspondence, and reports.
  • Operate and maintain a company vehicle, ensuring routine care and upkeep.
  • Maintain a clean driving record free of violations or accidents.
  • Follow safety protocols while conducting field inspections and community visits.
  • Perform related duties as assigned.
