About The Position

The Housing Development Administrator oversees the City of Tucson’s efforts to expand and deliver affordable housing by overseeing the planning, financing, and execution of the housing development pipeline. This role manages projects from site evaluation and deal structuring through entitlements, financing, and completion, ensuring alignment with City goals, HUD and federal compliance requirements, and community needs. Reporting to the Deputy Director, the Administrator supervises a multidisciplinary team including planning, finance, and construction staff. Requirements

  • Bachelor’s degree
  • Five (5) years of relevant experience
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.
  • Valid and Unrestricted Class D- Driver.

Nice To Haves

  • Bachelor’s in Real Estate Development, Civil Engineering, Urban Planning, or related field.
  • Experience developing affordable or multifamily housing.
  • Experience with public agency requirements and construction compliance standards (CDBG, HOME, NEPA, Davis-Bacon, Section 3, Section 106 etc.).
  • Experience applying zoning regulations, land use planning principles, and environmental consideration in professional or project-based settings.
  • Strong communication and negotiation skills to engage with stakeholders effectively.

Responsibilities

  • Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.
  • Develops and manages section budget, including non-profit income and donations, grant funding, and allocation of operational costs.
  • Assists with the implementation and evaluation of department policies, programs, projects and procedures.
  • Oversees and manages the full development project pipeline, ensuring timely progress, strategic alignment, and balanced resource allocation across initiatives.
  • Leads program planning and execution by analyzing data, and timeline, monitoring project compliance, and implementing corrective actions to optimize employee performance.
  • Supervises a team of lead and senior staff, coordinating their work and projects to ensure timely, high-quality results that best support the goals of the department.
  • Builds a strong, motivated team by hiring and developing staff, managing performance, resolving issues, and aligning day-to-day operations.
  • Leads housing policy efforts by implementing HAST goals, supporting departmental reporting such as People, Communities, and Homes Investment Plan (PCHIP), Annual Action Plan (AAP), Consolidated Annual Performance and Evaluation Report (CAPER), coordinating with Planning and Development Services Department, representing the department on Board, Commissions, and Committees, preparing materials for leadership, and providing direct support to affordable housing developers through fee waivers and local support letters.
  • Oversees planning and design for housing projects by evaluating sites, coordinating with architects and engineers, and aligning development with zoning, environmental, and community needs.
  • Manages financing and grant processes, including Low-Income Housing Tax Credit (LIHTC) program applications, proformas, reporting, and presentations, while supporting affordable housing developers through impact fee waivers and local support letters.
  • Manages housing development projects from budgeting to construction, ensuring cost-effectiveness, sustainability, and alignment with environmental goals like energy efficiency and green space integration.
  • Oversees project timelines, Request for Qualifications (RFQs) and Requests for Proposals (RFPs), and interdepartmental coordination, while identifying risks, resolving conflicts, and supporting public-facing events.
