About The Position

The Housing Coordinator manages all Tribal housing units-both rental and homeownership-by overseeing resident applications, coordinating inspections and maintenance, collecting rent and homeowner fees, and maintaining resident files. The role supports HUD program compliance, including ICDBG and IHBG requirements, and ensures that housing operations uphold Tribal standards, policies, and values. The Coordinator supervises the Housing Assistant and provides regular housing updates to the BRDC.

Requirements

  • Must be eighteen (18) years of age.
  • Must have High School diploma or its equivalent.
  • Must have 4 years of experience in Real Estate, Property Management or Tribal Housing.
  • Must have 1 /years of related experience working in Tribal Housing Programs, HUD, NAHASDA, and/or BIA projects.
  • Must have 1 /year of supervisory experience.
  • Shall possess a valid driver's license and be insurable by agencies insurance.
  • Must provide or obtain CPR & First Aide certification within three (3) months of hire.
  • Must have valid Mandated Reporter Training Certificate within three (3) months of hire.
  • Demonstrated use of intermediate computer operations (basic programming in 3rd and 4th generation languages, relational databases, and operating systems) and intermediate software packages 9word processing, spreadsheet, graphics, etc.)
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collects data, establishes facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Must be able to work all shifts, weekends, holidays & special events as needed.

Responsibilities

  • Serves as the primary point of contact for tenants regarding housing needs, applications, concerns, and program requirements.
  • Supervise the Housing Assistant and ensure accurate intake processing, file management, and application workflows.
  • Receive, document, and track all maintenance work orders submitted by residents, and coordinate with the Maintenance Department to schedule and follow up on completion.
  • Conduct and document pre-move-in, move-out, and annual unit inspections.
  • Initiate, schedule, and track unit rehabilitation work following move-outs to ensure readiness for new occupancy.
  • Maintain confidential, accurate, and organized resident files in accordance with Tribal and HUD requirements, including past and current tenants.
  • Manage rent and homeowner fee collections, issue receipts, track delinquencies, and maintain accurate payment records.
  • Assist with income verification, eligibility screenings, annual recertification’s, and file audits for all housing programs.
  • Maintain and update housing waitlists, application statuses, and applicant communication.
  • Support compliance with HUD programs, including IHBG, ICDBG, and NAHASDA, by maintaining required documentation and assisting with reporting, audits, and monitoring visits.
  • Compile data and prepare updates for the Bear River Development Commission (BRDC), including tenant status, unit occupancy, work order activity, and housing program operations.
  • Serve as a liaison between tenants, the Maintenance Department, and other Tribal departments to ensure coordinated housing services.
  • Track expenditures, maintain program logs, and provide data needed for budgeting, planning, and administrative reports.
  • Assist with process improvements, workflow development, and updates to housing-related procedures and policies.
  • Participate in housing, HUD, compliance, and professional development training.
  • Performs field and office work in the enforcement of the Tribal Housing Codes and Ordinances.
  • Investigates complaints and conducts field inspections; enforces code requirements through written contact.
  • Other duties may be assigned.
