About The Position

Reporting into the Compliance Manager, the Housing Compliance Coordinator supports ECS’s housing portfolio by ensuring full compliance with federal, state, and local funding requirements. This role monitors eligibility, documentation standards, reporting, and ongoing regulatory adherence across programs such as HUD, LIHTC, and various local housing initiatives. The Coordinator works closely with property management, case management, and external partners to maintain accurate records and reduce compliance risk. This role is key to ensuring ECS housing programs operate with integrity and meet the standards that allow ECS to serve the community effectively and compassionately while upholding ECS’s commitment to high-quality housing services. As this is a new role, this job description may be adjusted both before and after hire as we continue to define it.

Requirements

  • 2–4 years of experience in housing compliance, property management compliance, or affordable housing administration.
  • Knowledge of HUD programs (CoC, ESG, PSH, etc.), LIHTC regulations, and local affordable housing programs.
  • Strong understanding of income calculation methods, eligibility determinations, and rent-setting requirements.
  • Excellent attention to detail, organizational skills, and ability to manage deadlines.
  • Proficiency with MS Office Suite, HMIS, and property management software systems.
  • Strong communication skills, both written and verbal.
  • Demonstrated ability to work effectively with people from diverse backgrounds, including those who have experienced homelessness, poverty, mental health challenges, or substance use disorders.
  • Must secure fingerprint image screening and annual TB screening.
  • Must be able to meet physical requirements of the position, which may include standing or sitting for long periods of time and lifting up to 30 lbs.
  • Demonstrate behavior that supports the organization’s mission, vision, and values to provide safe, stable, and affordable housing with supportive services for formerly homeless and severely low-income individuals, fostering dignity, self-determination, and community.
  • Adhere to all company, property, and department programs, policies, and procedures.
  • Maintain current knowledge required for quality management and regulatory compliance.
  • Communicate effectively and model integrity, fairness, and ethical business practices.

Nice To Haves

  • Experience with nonprofit or supportive housing environments.
  • Certifications such as HCCP, TCS, COS, or equivalent affordable housing credential.
  • Familiarity with monitoring processes, audit preparation, and corrective action management.

Responsibilities

  • Ensure adherence to HUD program requirements (e.g., CoC, ESG, PSH, RRH), LIHTC regulations, and local funding agency standards.
  • Conduct regular file audits to verify income eligibility, rent calculations, recertifications, and required documentation.
  • Maintain compliance calendars, tracking deadlines for annual certifications, inspections, reporting, and monitoring visits.
  • Prepare for and support external audits and monitoring reviews, including file preparation, follow-up, and corrective action plans.
  • Maintain accurate tenant records in required databases (e.g., HMIS, property management systems).
  • Prepare monthly, quarterly, and annual reports for internal stakeholders and funders.
  • Track compliance trends, identify gaps, and recommend improvements to strengthen program integrity.
  • Provide guidance to property management and supportive services teams on compliance standards, eligibility rules, and documentation expectations.
  • Develop training materials and lead onboarding sessions for staff on HUD, LIHTC, and related compliance topics.
  • Serve as a compliance resource for site-level teams, responding to questions and assisting with issue resolution.
  • Perform routine internal audits to assess compliance risk and ensure consistent application of policies.
  • Monitor unit mix, occupancy, and rent limits for LIHTC and affordable housing programs.
  • Ensure timely resolution of discrepancies, incomplete files, or findings from monitoring bodies.
  • Partner with Housing Operations, Finance, and External Affairs to ensure compliance alignment with funding contracts.
  • Work with external partners, including housing authorities, investors, and auditors, to maintain program requirements.
  • Support implementation of policy updates and best practices across ECS’s housing portfolio.
  • Other duties as assigned.
