About The Position

The Housing Choice Voucher (HCV) Specialist plays a crucial role in administering the HCV program, ensuring high utilization and providing housing assistance subsidies to qualified participants. This position involves various tasks such as eligibility determination, income assessment, lease management, and ongoing program oversight, all aimed at supporting the mission of helping individuals secure safe and decent housing.

Requirements

  • Associates degree in Social Work, Public Administration, or a related field is desired.
  • Four years of Housing Management or social service program experience, or equivalent education and experience.
  • Certifications required within twelve months: Housing Choice Voucher Occupancy Specialist, Rent Calculation, Enterprise Income Verification System (EIV), Fair Housing.

Nice To Haves

  • Good knowledge of leasing agreement procedures and recertification processes.
  • General knowledge of NC Landlord Law.
  • Ability to prepare clear and concise narrative and statistical reports.

Responsibilities

  • Conducts interviews and confirms eligibility for Housing Choice Voucher participants.
  • Maintains tenant and landlord information in the Agency computer system and verifies accuracy.
  • Completes reexamination and interim review processes, including interviewing applicants and maintaining the waiting list.
  • Responds to inquiries from participants and service providers regarding the Housing Choice Voucher program.
  • Prepares portability reports and ensures compliance with HUD billing requirements.
  • Processes rent reasonableness, rent increases, HAP contracts, and Request for Tenancy Approvals.
  • Monitors household demographic profiles and updates databases accordingly.
  • Ensures updates regarding FSS participants are communicated to the FSS Coordinator.
  • Calculates amounts owed to the Agency due to underreported income or fraud and creates repayment agreements.
  • Monitors resident compliance with lease provisions and investigates violations.
  • Schedules and confirms annual reexamination appointments for tenants.
  • Generates required reports accurately and timely, providing supporting documentation as needed.
  • Stays updated on applicable rules and regulations concerning assisted housing programs and Agency policies.
  • Adheres to Agency standards regarding the ethical use of materials and resources.
