About The Position

Assist in the preparation, coordination and implementation of HCR application funding rounds, including the design and structuring of any pertinent Request for Proposals, Application, and associated funding round materials, the preparation and tracking of Technical Assistance materials and sessions, and the subsequent review of capital project applications received for completeness, threshold, eligibility and competitive scoring, as applicable; Develop, maintain and issue project specific application review and award correspondence and related documents; Prepare funding reservation and funding commitment letters, comfort letters to project sponsors and tax credit allocation documents (including but not limited to, binding agreements, carryover allocations and IRS Forms 8609/DTF-625's), which includes managing the flow of information and data necessary to prepare these documents; Coordinate the preparation of annual reports with HCR's MSR Unit, responding as necessary to HCR and external program information and survey requests, Monitor, coordinate and track the financial background review process which HCR utilizes to evaluate project applicants and successful awardees and their capital development teams; Communicate effectively and work in coordination with other HCR units including the Office of Legal Affairs, Asset Management Unit and Multifamily technical units (i.e., design, underwriting, environmental analysis, special needs) to accomplish the above-referenced tasks; Utilize HCR databases and standard HCR software applications such as Word, Excel, Microsoft Outlook, Adobe and SHARS to accomplish above referenced duties; Utilize internal and external training opportunities to develop a greater understanding of the requirements and workings of the Low-Income Housing Tax Credit Program, tax-exempt bond financing and other affordable housing finance capital programs utilized by HCR; Coordinate and manage the document submission, review and consent process for proposed Housing Development Fund Corporation (HDFC) Certificates of Incorporation, communicating with both the HCR Office of Legal Affairs and external project sponsors and attorneys. Conduct reviews pursuant to current statutory and policy guidelines. Update current HCR website guidance and HDFC submission requirements to reflect programmatic modifications, as needed. Candidates must have proficiency in Excel, including familiarity with data validation, conditional formatting, macros, and Visual Basic for Applications.

Requirements

  • Four years of experience analyzing data related to the development and implementation of policies associated with the various housing programs; providing guidance to the public including builders, sponsors, community organizations, local officials, landlords and tenants; or performing inspections or monitoring housing projects.
  • An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
  • Must be reachable on the New York State Civil Service eligible list.
  • One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service.
  • Candidates must meet the open competitive minimum qualifications for this position. Please be sure to submit your 55B/C letter.
