About The Position

Performs complex project development and coordinative work in one of the functional program areas of the County's housing, community development, fair housing, disaster assessment, existing housing, and workforce development program; may supervise other professionals in the performance of project/program activities; and performs other related duties as required. There is one (1) immediate full-time vacancy with the Office of Housing and Community Development - Community Development Division in Kailua-Kona. (Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.) This position is exempt from civil service.

Requirements

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • four (4) years of professional work experience in housing, community development, program management, workforce development activities, or project coordination which shall have included feasibility analysis, coordination of financing, and administration of engineering and other contractual requirements, of which
  • two (2) years shall have included program/project management activities or the education and promotion of public awareness of fair housing laws, and
  • possession of a valid State of Hawai`i driver's license (Class 3) or any other comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

  • Knowledge of: principles and practices of public administration and social services; interviewing techniques; Federal, State, or local laws applicable to the functional area assigned; principles and practices of supervision; public relations; research and statistical methods; and report writing.
  • Ability to: read, comprehend, interpret, and apply rules, regulations, policies and procedures applicable to the functional area assigned; plan, organize, coordinate, assign, and review the work of subordinates; evaluate effectiveness of the program and recommend improvements; obtain and analyze data; maintain records; present ideas clearly, concisely and effectively, orally and/or in writing; and deal tactfully and effectively with others.

Responsibilities

  • Plans, develops, implements, and coordinates large and complex development projects/programs involving multiple phases having a large number and variety of units, with multiple funding sources and a large budget.
  • Negotiates with architectural, engineering, financial, sales, property management, and building construction firms and institutions.
  • Coordinates and oversees the acquisition of land.
  • Prepares requests for proposals; evaluates proposals and recommends selection on the basis of County's needs.
  • Assures that all time schedules are met and that work on each development proceeds on a timely basis.
  • Coordinates approval requirements of various governmental departments and agencies including the drafting of resolutions and ordinances.
  • Assists in acquisition negotiations with property owners.
  • Serves as liaison between the parties involved, between OHCD and other governmental agencies and other parties.
  • Prepares materials and information relating to assigned activities/projects for presentation to the Hawai`i County Housing Agency (HCHA), Hawai`i County Workforce Development Board, Hawai`i County Youth Council, or other organizations.
  • Plans, coordinates, and implements the County's Workforce Innovation and Opportunity Act Program.
  • Conducts monitoring to ensure program compliance.
  • Works with various County and private agencies to draft proposals, narratives, and State and Federal loan and grant applications.
