Under the general direction of the Program Manager (Staff Services Manager I or SSM I) of the Federal Loan and Grant Closing Branch (FLGCB) in the Division of Federal Financial Assistance (DFFA), the HCDR II is primarily responsible for complex project activities and varied day-to-day activities associated with grant and loan closings, and administration of Federal housing and community development programs including, but not limited to HOME Investment Partnership Program (HOME), HOME Investment Partnership Program American Resuce Plan Program (HOMS-ARP), and/or National Housing Trust Fund Program (NHTF). The Loan Closing Branch duties include complying with the Department's federal and state funding programs underwriting requirements, analysis of financing documents and preparation of grant and loan closing documents functions which include the more responsible, varied, and technically difficult, developmental, and/or analytical assignments. Additional duties include contributing to the development of housing policies, program design and implementation, loan closing processes and procedures, and job aids. Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met This is a Limited Term position for 12-months, may be extended to 24 months or become permanent at a later date.   • Ability to effectively interpret and/or implement policies, procedures, guidelines and Federal and State statutes, codes and regulations to ensure programmatic outcomes support the Department's or your organization's mission, vision and goals.
  • Practical experience with affordable multifamily rental housing and/or homeownership underwriting, loan closing, change orders and funding disbursements.
  • Practical experience collaborating with employees at all levels within an agency and customers to solve complex issues.
  • Experience using standard office software, such as Microsoft Office (Teams, SharePoint, Word, Excel, Outlook and PowerPoint) for communication, document processing, data analysis and presenting information and recommendations effectively.
