About The Position

The Oregon Department of Land Conservation and Development (DLCD) announces new opportunities to join the Housing Division. This department is seeking applications for a new position created by the passage of House Bill 2138 in the 2025 legislative session. One of the primary responsibilities of this position includes co-leading an Oregon Administrative Rulemaking process directed under HB 2138 to establish reasonable siting and design standards regulating the development of middle housing, accessory dwelling units, single-room occupancies, and prefabricated dwellings. Outside of rulemaking, the position will support the implementation of Statewide Planning Goal 10 – Housing including providing support to local governments completing Housing Capacity Analyses or Housing Production Strategies and in administering the Housing Acceleration Program. The role will also serve as a key point of contact in the administration of grants and technical assistance to local governments throughout the state. This recruitment may be used to fill other positions within the same classification. As the new Housing Planner you will: Co-lead rulemaking efforts to review and, where appropriate, amend Oregon Administrative Rules related to reasonable siting and design standards for middle housing, accessory dwelling units, single-room occupancies, and prefabricated and manufactured dwellings adopted under HB 2138. This rulemaking includes close coordination with the other DLCD Division staff, a consultant project team, and external interested parties. Research policy issues related to site planning, land use review, and housing development; Review and commenting on the work of technical consultants on these issues; Coordinate with interested parties, other state agencies, and local governments on these issues particularly in a rulemaking context; and Provide direct technical assistance, guidance, and expertise to local governments related to Statewide Planning Goal 10 – Housing and their obligations to provide land for needed housing; Assist with discussions and presentations on these issues to the public, the Land Conservation and Development Commission, professional groups, local governments, and the Oregon Legislature. Determine plans, strategies, and agency policy regarding implementation of legislative directives regarding Housing Production Strategies or the Housing Acceleration Program. Requirements

  • A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND three years of progressively responsible planning experience related to the job; OR Note: A master’s degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.
  • Six years of planning experience related to the job; OR
  • An equivalent combination of relevant education, training, and experience.
  • Ability to solve a variety of planning problems relating to implementing statutory and administrative rule provisions for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for historically underserved and under-resourced communities.
  • Through education and/or experience, knowledge of housing issues and problems at the local, state, and national level to the assigned work.
  • Education and experience to determine appropriate methods of research for individual projects
  • Proficiency in writing to prepare technical memos, formal correspondence, bulletins, model ordinances, and other explanations to assist local governments.
  • Oral presentation skills, sufficient to conduct or assist in conducting training sessions, technical workshops, and public forums.
  • Ability to develop and maintain relationships with community and regional leaders to identify and resolve problems or issues involving housing that DLCD can reactively or proactively address.

  • Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.
