About The Position

Dorothea Dix Psychiatric Center (DDPC) and Riverview Psychiatric Center (RPC) are seeking a Management Analyst II to assist in the day-to-day operations of the Business Offices. Duties include conducting efficient and timely administrative assistance with the internal development of contracts, Requests for Proposals (RFP), and invoice payments. This position assists with compiling budget information, reconciliations of contracts, and obtaining expenditure details for program staff.

Requirements

  • In order to qualify, candidates must have eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

  • Development and oversight of contracts, preferably those with multi-service levels and complex funding sources, including invoice processing.
  • A demonstrated ability to successfully analyze complex financial reports.

Responsibilities

  • Draft contracts for both DDPC and RPC and work closely with program staff for applicable information, data, and reports to assist in development of Request for Proposals (RFP).
  • Oversee needed contract amendments for DDPC and RPC.
  • Work closely with Financial Managers at DDPC and RPC to ensure accurate contract allocation and determination if a budget order or financial order is required.
  • Work with the Division of Contract Management (DCM) to ensure accurate and effective implementation of contracts.
  • Ensure all contracts, RFP’s, and reports are checked for accuracy.
  • Gather, review, and understand financial data from multiple systems and sources in order to complete reconciliations and reporting.
  • Monitor contract budgets for inconsistences and whether amendments are needed.
  • Assist with training staff on the state procurement processes for bidding and contracting.
  • Work with the DHHS Service Center to resolve any errors.
  • Process invoice approvals.
  • Other duties as assigned.
