About The Position

The HOPE Manager is responsible for providing leadership, oversight, and operational management of the HOPE program within Hamilton Health Center’s HIV & Reproductive Services Department. This role provides direct supervision to program staff, manages grant and reporting requirements, ensures compliance with funding and regulatory standards, and supports patient-centered care through program quality improvement, outreach, and service delivery. The HOPE Manager serves as the primary point of contact for program funders and works collaboratively with interdisciplinary teams to improve health outcomes for individuals served.

Requirements

  • Bachelor’s degree in Social Work, Public Health, Psychology, or a related field, required.
  • Valid driver’s license with the ability to travel throughout the service area.
  • Minimum of two (2) years of experience in a leadership or supervisory role, required.
  • Experience building, supporting, and motivating teams in a healthcare or nonprofit environment, required.

Nice To Haves

  • Minimum of two (2) years of experience managing federal or state funding in a nonprofit setting.
  • Prior experience or familiarity with the Ryan White Care Act.
  • Knowledge of community resources within Harrisburg and surrounding areas.
  • Bilingual in Spanish.

Responsibilities

  • Provide direct supervision to up to six HOPE staff, including conducting regular supervision meetings, approving timecards and time-off requests, completing annual performance evaluations, developing performance improvement plans, and supporting staff productivity and professional growth.
  • Manage all administrative functions related to HOPE program grants, including preparation and submission of monthly, quarterly, and annual reports.
  • Monitor program budgets to ensure appropriate and timely spenddown of grant funds.
  • Review and approve program-related invoices in compliance with funding requirements.
  • Ensure adherence to all program requirements, legislative mandates, and regulatory standards associated with grant funding.
  • Attend mandatory meetings with program funders and maintain collaborative relationships as the primary program point of contact.
  • Lead program quality improvement activities and develop and implement an annual quality management plan.
  • Maintain accurate and compliant documentation, reporting, and recordkeeping in accordance with funder and regulatory expectations.
  • Work collaboratively with the interdisciplinary department team to support a patient-centered approach to care and improve health outcomes.
  • Conduct rapid HIV testing in both office-based and community-based settings.
  • Participate in outreach activities, community engagement efforts, and patient events sponsored by the department.
  • Complete and maintain all required continuing education and training as mandated by program regulations.
