The Homeless Strategy Manager will be responsible for the planning, development, and implementation of data-driven strategies, partnerships, and administrative processes focused on ending homelessness for the unhoused population within the City of Decatur. This role requires collaboration with internal staff from all departments as well as multiple external partners, including DeKalb County, non-profits, other cities, and local businesses, to address the complex challenges of homelessness. The position serves on the City's management team and performance measurement team, ensuring that all strategies are effective and aligned with the city's goals. The manager will facilitate the development of strategies and work plans related to homelessness that engage all facets of the community. This includes identifying solutions based on data, research, and best practices. The role also involves developing and recommending policies and programs that have a proven likelihood of success in reducing and preventing homelessness, focusing on paths to resilience, self-sufficiency, independence, and housing. In addition, the Homeless Strategy Manager will maximize the efficient and effective use of city resources within a coordinated and integrated system of services. This includes coordinating multiple and diverse partners to provide tailored services to individuals experiencing homelessness. The manager will establish systems to log performance metrics of programs and policies, provide leadership for the city's response to homelessness, and support the County's Continuum of Care response. The role requires maintaining up-to-date knowledge of homelessness trends, identifying funding opportunities, and communicating effectively with various stakeholders to coordinate work activities and resolve challenges. Furthermore, the manager will pursue program and policy development with a lens of racial equity and in alignment with the City's strategic plan.
