The Vermont Homeland Security Unit is seeking a Homeland Security Program Planner to support and manage key statewide preparedness and protection initiatives. This position plays an important role in coordinating programs that strengthen Vermont’s ability to prevent, prepare for, and respond to threats and hazards. The Program Planner supports several major agency programs, including the Intelligence Liaison Officer (ILO) Program, See Something, Say Something, the Threat and Hazard Identification and Risk Assessment (THIRA), and Special Event Assessment Rating (SEAR) events. The role also works closely with the Homeland Security Grant Unit (HSGU) and the Vermont Intelligence Center (VIC) to educate partners on Homeland Security programs, promote effective information sharing, and assist with prioritizing the allocation of federal grant funding. This position involves professional-level planning, coordination, and research, with a focus on developing and maintaining comprehensive statewide plans for emergency preparedness and the protection of people and critical infrastructure. The Program Planner collaborates regularly with public safety and emergency management personnel, as well as federal, state, and local officials, private-sector partners, and non-profit organizations across Vermont.
