About The Position

The HIV Testing Services Manager, is responsible for the day-to-day execution of logistical and administrative functions of DrewCARES HIV testing programs including budget management, program management, meeting logistics, office communications, personnel onboarding, records management, and HIPAA compliance.

Requirements

  • EDUCATION: Bachelor’s degree; Master’s preferred.
  • EXPERIENCE: Three years or more in the fields of HIV, healthcare, social service, non-profit. Experience in grant management and reporting. Prior supervisory experience.
  • KNOWLEDGE/ABILITY/SKILLS : Strong computer skills and data analytic skills. Work plan development, administration, and evaluation. Assigning and scheduling work activities. Determining salary actions. Disciplining/terminating employees. Hiring new employees. Monitoring work levels/loads. Performance counseling/coaching. Planning and evaluating performance. Promoting/demoting. Providing on-the-job training. Reviewing and checking work.
  • COMPLEXITY: The ability to perform highly detailed work with sustained attention and care while providing/obtaining information on numerous inquiries is paramount to success in this position.

Responsibilities

  • Coordinates and schedule activities for the program, anticipating and planning for needs.
  • Participates in the development and interpretation of departmental policies and procedures.
  • Develop and review written policies, procedures, protocols, and standards of care for services.
  • Establish schedules and priorities and provides technical assistance in the resolution of problems.
  • Monitor program performance monthly and present to data to the department and team.
  • Facilitate and guide staff through planning testing events.
  • Prepare monthly reports for finance to accompany monthly invoices.
  • Provide updated information and data to the Drew CARES program for the PUSH, meetings, quarterly, annual reports.
  • Liaison with the HIV Testing and PrEP County assigned program manager
  • Responsible for follow-up reviews to ensure proper implementation of all contract program audit and survey recommendations.
  • Meets regularly with Drew CARES Associate Directors and Director to discuss the total operation as well as policies and procedures.
  • Coordinate with Grants Manager to ensure that budgets and modifications are submitted prior to the deadline.
  • Investigates and resolves complaints form patients, hospital staff and general public.
  • Manages subcontracts, program, and HIPAA compliance.
  • Supervises the HIV Tester / Counselors and PrEP Navigator to ensure they are trained and complete all aspects of the program.
  • Manage the respective budgets and ensure funds are allocated appropriately.
  • Manage the submission of timecards.
  • Order supplies and materials as needed for the programs.
  • Assists in the yearly assessment of client needs by conducting a randomized survey.
  • Respond to administrative, facilities and operations reviews as requested by contractors.
  • Responsible for the supervision of Student PrEP Navigators through the Post-BACC program, ensuring compliance with University policy and procedures.
  • Supervise one (1) to five (5) employees including positions for HIV / Testing Counselors and PeEP Patient Navigators
  • Performs other duties as assigned.
