About The Position

This Program Specialist (PS) IV works in collaboration with the Biomedical Coordinator to oversee and maintain functions, software, systems, policies, and databases related to HIV/STD prevention materials for the HIV Prevention Group. The position requires coordination with HIV prevention consultants, state-funded entities, and other relative stakeholders to ensure programmatic oversight of logistical workings of the HIV/STD Section and the HIV Prevention Group. The PSIV will review statewide priorities and align them with programmatic goals to make data-driven recommendations to Group and Unit leadership. The position is responsible for ensuring that organizations who enter into a written agreement with the Department of State Health Services (DSHS) providing HIV, STD, and HCV programs, delivers services that are consistent with the needs of the population to be served and are in accordance with State and Federal mandates and programmatic requirements. The PSIV will also be responsible for the programmatic oversight of a small provider portfolio that is inclusive of specialized contractors and vendors related to HIV/STD prevention logistics as well as HIV prevention. The PSIV plans and directs the development, implementation, and evaluation of HIV/STD/HCV programs provided by state and federal funded agencies and works in collaboration with DSHS HIV/STD Regional Coordinators/Program Managers and other relevant stakeholders. This role collaborates with other Branches and Units within the DSHS to develop and compose programmatic guidelines and standards. The Program Specialist IV composes writing of a technical nature, guidelines, technical assistance bulletins, policies, and procedures that are distributed both internally and externally. Performs advanced consultative services including but not limited to capacity development, technical assistance, and logistical coordination of prevention materials through internal systems.

Requirements

  • Graduation from an accredited four-year college or university with at least 2 years of experience in HIV/STD, Public Health, or project management is required.
  • Experience may be substituted for a degree on a year-for-year basis.
  • Knowledge of community-based public health and social services programming for people living with HIV, such as Ryan White programming.
  • Knowledge of HIV, STD and HCV prevention programming.
  • Knowledge of local, state, and federal laws relating to HIV/STD/HCV (e.g., names reporting, partner notification).
  • Knowledge of grant application and review process.
  • Knowledge of customer service philosophy, displaying ability to provide customer friendly services to agencies and the public.
  • Knowledge of biomedical interventions for HIV prevention.
  • Knowledge of simple data analysis principles.
  • Skills in clear and effective oral and written communication with culturally and professionally diverse audiences and populations.
  • Skills in organizing and writing reports using business English grammar and utilizing a professional/business writing style.
  • Skills in project management.
  • Skills in conducting program oversight and evaluation.
  • Skills in using internet, MS Word, Outlook, Excel, PowerPoint, and other computer applications.
  • Skills in developing and maintaining effective working relationships with internal and external stakeholders.
  • Ability to work effectively in a team within the Group and with interdisciplinary staff.
  • Ability to work independently and with limited supervision while staying on task.
  • Ability to prioritize workload and manage multiple tasks.
  • Ability to exercise independent judgment when evaluating situations and making recommendations.
  • Ability to develop and maintain effective and professional working relationships with local health agencies, community-based organizations, an local planning and service coordination groups.
  • Ability to manage multiple ongoing projects, identify areas of improvement, and make recommendations as necessary.
