About The Position

The HIV Care Program Assistant is embedded within the HIV Care Program at the Maine Center for Disease Control and Prevention (MCDCP), an office of the Maine Department of Health and Human Services (DHHS). This position is based in Augusta, Maine. The HIV Care Program administers federal funding through the Ryan White HIV/AIDS Program (Part B) to support low‑income Maine residents living with HIV/AIDS. The program currently serves approximately 1,200 clients and also provides select support services for individuals diagnosed with Tuberculosis and other infectious diseases. The primary responsibility of this role is to process Ryan White Part B financial assistance applications, including housing and dental assistance. The Program Assistant also collaborates with internal and external stakeholders and supports program initiatives aimed at increasing viral suppression rates across the State of Maine. Occasional in‑state and out‑of-state travel may be required with supervisory approval.

Requirements

  • Strong written and verbal communication skills and demonstrated cultural competence
  • Excellent organizational and time‑management skills with the ability to manage multiple priorities independently
  • Proficiency in Microsoft Office (Word, Excel, Outlook) and other relevant software
  • Demonstrated experience with interviewing and data‑gathering to support eligibility determinations
  • Ability to work effectively both independently and within a team
  • Strong critical‑thinking and decision‑making skills
  • Commitment to ongoing cultural competency training, particularly when working with minority communities
  • Professional, respectful interaction with the public and internal partners
  • Strict adherence to HIPAA and MCDCP confidentiality and privacy policies
  • Completion of required confidentiality and privacy trainings
  • Primarily a standard office environment
  • Regular use of a computer, printer, copier, phone, and other office equipment
  • May require attendance at meetings, trainings, or conferences in public settings
  • Full‑time (40 hours/week), Monday through Friday
  • Core hours between 8:00 a.m. and 5:00 p.m., recognizing State holidays and administrative closures
  • Schedule may be adjusted based on Ryan White Part B Program needs

Nice To Haves

  • Bachelor’s degree in a health‑related field preferred; equivalent related experience may be considered
  • Experience with HIV programs, social services, public health, or state government is a plus

Responsibilities

  • Process client requests for Ryan White financial assistance, including housing, food, and dental support
  • Communicate with clients, case managers, pharmacies, medical providers, and other authorized partners
  • Determine client medical and financial eligibility in accordance with program requirements
  • Enter and maintain client data in web‑based systems, including CAREWare and the Client Portal
  • Run and review reports to ensure accuracy, completeness, and data quality
  • Scan and digitize paper files for electronic recordkeeping
  • Support large‑scale program mailings, including benefit notifications, recertifications, and annual satisfaction surveys
  • Perform general administrative duties as assigned
  • Collaborate with the Program Manager on Care Team outreach efforts
  • Support the State’s HIV Integrated Planning Process
  • Provide high‑quality customer service to clients and key partners
  • Participate in team activities such as strategic planning and continuing education
  • Provide backup support and perform other duties as assigned
