About The Position

This is professional services work in coordinating all aspects of the Review and Compliance program and the Certified Local Governments (CLG) program in Maine. The implementation of both programs is carried out in accordance with federal laws, regulations and procedures, and involves considerable contact with the public, non-profit organizations, and governmental agencies. Supervision may be exercised over subordinate technical personnel. Work is performed under limited supervision. Typical duties of this position include, but are not limited to: assessing the impacts of proposed undertakings on above ground historic resources; coordinating all staff project reviews and ensuring the issuance of responses within regulatory deadlines; participating in the development of memorandum of agreement and programmatic agreement documents; overseeing the administration and maintenance of compliance review files and databases; providing technical assistance, public education, and outreach to Maine’s CLG communities; reviewing municipal applications for CLG certification and monitoring their compliance with program requirements; providing general technical assistance to members of the public engaged in local preservation planning efforts including the review of municipal ordinances; and participating in the development of the Statewide Historic Preservation Plan. public speaking to lay, professional, and academic groups.

Requirements

  • Working knowledge of the National Historic Preservation Act, Secretary of the Interior Standards, National Register of Historic Places laws, rules, and regulatory requirements.
  • Knowledge of department programs, policies, goals, and computer systems.
  • Knowledge of sources, methods, and techniques used in historical research and writing.
  • Knowledge of historic buildings.
  • Ability to analyze and evaluate written, photographic, and map data relating to historic sites.
  • Ability to recognize various architectural styles in the field.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate orally and in writing.
  • A Master’s Degree and one (1) to two (2) years of full-time professional experience in research, administration, or management depending on the specific assigned option.
  • A Bachelor’s Degree in Architectural History, Art History, Historic Preservation, or closely related field AND at least two (2) years of full-time experience in research, writing, or teaching American Architectural History or Restoration Architecture at an academic institution, historical organization, agency, museum, or other professional institution – OR – have made a substantial contribution through research and publication to the body of scholarly knowledge in the field of American Architectural History.

  • Preference will be given to those with a graduate degree in Architectural History, Art History, Historic Preservation, or closely related field, with course work in American Architectural History
