Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college.
  • Requires two (2) years of professional human recourses experience.
  • Requires two (2) years of professional experience conducting State of Illinois hiring processes, including posting vacancies, preparing bid records, preparing hire packets, scheduling and conducting interviews.
  • Requires two (2) years of professional experience utilizing the State of Illinois Personnel Code, Rules, Position Classification Plan, Pay Plan collective bargaining agreements and comprehensive employment plan to perform hiring functions.
  • Requires two (2) years of professional experience performing hiring functions utilizing personnel systems and databases, including Personnel Examining and Eligibility Records (PEERS/IMSH), Human Resources Information System (HRIS), DocuWare, and SuccessFactors.

Nice To Haves

  • Ability to establish and maintain cooperative working relationships with staff, managers, executives, internal or external applicants, and external stakeholders, fostering collaboration in resolving sensitive HR issues and supporting People Operations team members.
  • Demonstrated organizational and time management skills with the ability to manage multiple concurrent HR projects or hiring sequences, meet mandated deadlines, and prioritize urgent compliance or staffing issues in a fast-paced environment.
  • Proficiency in Microsoft Office products including Word, Excel, SharePoint, Outlook and Teams to manage documentation, track data, and enhance communication and collaboration within an HR setting.

Responsibilities

  • Under general direction, serves as a Hiring Liaison for the Department of Innovation & Technology (DoIT) performing a full range of human resources duties relating to the filling of vacancies, including posting of vacancies, distributing job notifications, conducting verification checks, facilitating background checks, processing hiring sequences, and adhering to the Upward Mobility Program (UMP).
  • Serves as an interview proctor facilitating the interview process, including preparing and sending invitations to interview and coordinating interview scheduling.
  • Serves as a hiring liaison with DolT management/supervisors, CMS, People Operations staff, and others regarding hiring related inquiries and reviews procedural documents related to hiring functions, including recommending revisions and updates.
  • Prepares and maintains People Operations electronic records and makes necessary mandated adjustments to People Operations processes, procedures, and records.
  • Performs special projects for the Hiring Manager, and/or other DoIT People Operations Managers, including researching inquiries on status of positions and other hiring related requests.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
