The Highway Performance Monitoring System (HPMS) Manager at the Utah Department of Transportation (UDOT) plays a crucial role in maintaining data accuracy and facilitating data-driven decisions between UDOT, the Federal Highway Administration (FHWA), and Congress. This position involves leading a team responsible for federal submissions and ensuring the integrity of data collected through the HPMS process, which is essential for determining federal funding and taxation for state roadways.

  • Coordinate with UDOT Data Owners on data updates and submission deadlines.
  • Edit data in HPMS and PMG Software.
  • Work with the GIS LRS supervisor to resolve any issues with the LRS.
  • Conduct annual FHWA field checks and submissions.
  • Upload data to FHWA annually.
  • Collaborate with UDOT consultants on the FHWA - TPM project.
  • Engage with the Mandli Data Collection/HPMS Collection Provider.
  • Utilize the R&H RCE application for data edits to events.
  • Act as a resource for information and determine effective ways to meet departmental needs.
  • Recommend system enhancements and modifications to meet agency needs.
  • Develop and implement new policies, procedures, and best practices.
  • Identify training needs and assist in the development and delivery of training to system users.
  • Serve on various boards, councils, committees, or task forces.
  • At least eight (8) years of professional related experience.
  • A bachelor's degree or higher in GIS, data science, or a related field (professional experience may substitute for education).
  • Knowledge of coordinating with application user communities and gathering requirements.
  • Experience in overseeing and reviewing the work of consultants.
  • Ability to maintain enterprise GIS infrastructure and oversee GIS tools and applications.
  • Experience in researching and making recommendations for HPMS technologies.
  • Experience with web and mobile-based applications.
  • Familiarity with the CliftonStrengths Assessment or similar tools.
