About The Position

As part of the Nebraska Department of Transportation (NDOT) construction team, this role helps ensure that Nebraska’s transportation projects move smoothly from award to completion. You will guide two critical phases of every construction project: the detailed close‑out process that confirms all work and payments are correct, and the initial activation of newly awarded projects. A major focus of this role is leading NDOT’s process for finaling construction projects. This includes reviewing project records for payment accuracy, evaluating incentive or disincentive adjustments, verifying compliance with construction time requirements, confirming materials acceptance documentation, and ensuring that state and federal regulations—such as labor standards and civil rights requirements—are met throughout the project. You will oversee the staff who compile and summarize these reviews and coordinate with the Controller Division when the project is ready to be financially closed. Your knowledge of construction documentation and review practices will help you respond to questions from a wide range of stakeholders and continuously refine and improve the finaling process, including ongoing updates to NDOT’s Final Review Manual. You will also oversee the project activation process at the beginning of a project’s lifecycle. After a project is awarded, you will review the construction contract to identify key schedule requirements and ensure they are accurately entered into AASHTOWare Project (AWP), NDOT’s statewide construction management system. This step establishes how the project will be monitored and managed during construction, and you will use your understanding of NDOT contracts, estimating principles, and AWP functionality both to complete activations and to support the staff who perform them. You will also have opportunities to contribute to division‑wide initiatives, such as participating in industry committees and coordinating staff recognition activities. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

Requirements

  • A high school education AND experience in performing highway construction final reviews and/or in highway construction management.
  • Any equivalent combination of education and experience will be considered.
  • Must have a valid driver’s license or the ability to provide independent authorized transportation.
  • Some overnight travel to locations throughout the state is required.
  • KNOWLEDGE / SKILLS / ABILITIES Knowledge of: Aspects of construction operations.
  • Modern methods and techniques of highway construction, maintenance, and materials operations.
  • Legal responsibilities and ramifications associated with the work assigned.
  • Ability to: Understand, interpret, and implement state and federal laws and regulations, agency standards, policies, and procedures.
  • Understand, interpret, and evaluate engineering plans and specifications.
  • Plan, organize, assign, and direct the work of assigned employees.
  • Interact with assigned employees, other agency employees, local government representatives, contractors, consultants, and the public.

Nice To Haves

  • Minimum of 5 years of experience in construction inspection, surveying, record keeping, and contract administration related to highway construction or a similar field.
  • Experience with Microsoft Word and Excel, AASHTOWare Project, OpenRoads Designer, and OnBase or a comparable document‑management system.
  • Experience leading or supervising employees or team members.

Responsibilities

  • Lead the Final Review Unit within the Construction Division by supervising and developing staff, assigning and prioritizing workloads, and ensuring timely and accurate completion of activities.
  • Supervise and develop the Final Review Unit, including assigning work, prioritizing tasks, and monitoring workloads and schedules.
  • Oversee and participate in project activation by reviewing construction contracts and entering time requirements, milestones, and special provisions into AASHTOWare Project (AWP).
  • Administer the project finaling process, ensuring correct payments, funding sources, civil rights compliance reviews, Davis‑Bacon wage documentation, and adherence to approved procedures.
  • Coordinate with the Nebraska Department of Labor to resolve unemployment insurance issues and support the timely release of final payments.
  • Improve and update the finaling processes in response to policy, regulatory, or procedural changes, and provide training and guidance to District staff.
  • Serve as NDOT’s subject matter expert on final review procedures, assisting internal staff, consultants, local public agencies, and FHWA.
  • Support additional division responsibilities, including participation in AGC/NDOT meetings and contributing to staff recognition efforts.
  • Perform other duties as assigned
