About The Position

This position hears UI first level appeal cases, and issues decisions timely.This position, Hearings Examiner (Limited Service) (Job Requisition #54028), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs. If you would like more information about the duration of this position or other details, please contact [email protected] note that multiple positions in the same work location may be filled from this job posting.Specialized administrative hearings work for the Department of Labor (DOL) involving appeals from determinations pertaining to unemployment compensation and other programs administered by the Department. Duties include scheduling appeals, taking testimony under oath, making evidentiary rulings, and preparing findings of fact, conclusions of law, and decisions based upon statutes, regulations, departmental policy, and case law. Work is performed under the supervision of the DOL Appeals Administrator. Incumbents must work closely with the public, maintain an atmosphere of fairness and impartiality and be able to examine and cross examine witnesses without arousing hostility. Tight deadlines and heavy workloads are prevalent. Hearings can be adversary in nature with both parties represented by legal counsel. Some travel may be necessary, for which a valid Vermont driver's license and private means of transportation is required.

Requirements

  • Law Degree or completion of the requirements of the Vermont Bar.
  • Bachelor's degree AND one (1) year in employment services, unemployment compensation, labor/industrial relations, or legal work; or one (1) year in the field of Human Resources with a concentration in labor relations, investigations, or federal/state unemployment compensation laws and regulations.
  • Associate's degree in Paralegal studies AND three (3) years in employment services, unemployment compensation, labor/industrial relations, or legal work; or three (3) years in the field of Human Resources with a concentration in labor relations, investigations, or federal/state unemployment compensation laws and regulations.
  • High School or equivalent AND five (5) years in employment services, unemployment compensation, labor/industrial relations, or legal work; or five (5) years in the field of Human Resources with a concentration in labor relations, investigations, or federal/state unemployment compensation laws and regulations.
  • valid Vermont driver's license
  • private means of transportation
