About The Position

This role is responsible for overseeing tasks related to Special Initiatives. This role has an emphasis on Raincheck and the Trees for Watersheds Grant programs, which are described in detail below. The role will maintain extensive direct engagement with residents and manage a network of subcontractors to perform property assessments and installations effectively. In addition to those initiatives, The Project manager will also assist with contract management, special projects and grant reporting needs for Healthy Neighborhood related projects and help create workflows and operating procedures for inter-team dependencies. Program Descriptions: Rain Check is the Philadelphia Water Department’s residential stormwater management program, managed by PHS. This program supports PWD’s Green City Clean Waters initiative and provides subsidized stormwater management installations to homeowners across the City. PHS educates and guides participants through the program and works with a network of small local contractors to complete hundreds of installations a year. Trees for Watersheds is a DEP and Aqua funded mini grant program available to non-profits and municipalities in Philadelphia, Bucks, Chester, Montgomery, and Delaware Counties. Grantees plant native trees and shrubs along waterways to prevent bank erosion, cool surface temperatures, improve habitat, filter runoff, and control flooding. PHS works closely with County Conservation Districts to administer this grant.

Requirements

  • Bachelor’s Degree in a field of study relevant to the essential functions (e.g., Civil Engineering, Construction Management, Environmental Science, Landscape Architecture, etc.)
  • 3-5 years expertise in project management and deliverables related to reporting, scope of work, staff and contractor management
  • Valid Driver’s License
  • Familiarity with Philadelphia’s Green City, Clean Waters plan.
  • Exceptional skills in Sales force or similar customer relations management software preferred. Also, proficient with computer software, including Monday.com [//Monday.com] MicrosoftOffice suite (especially Excel).
  • Effective written and oral communication skills – especially the ability to translate technical information into a form that can be easily understood by a lay audience.
  • Outstanding skills in presenting, in-person and virtually, to the public.
  • Strong organization and communication skills– such as scheduling contractors, file organization, and answering customer questions.
  • Ability to interact comfortably with a widely diverse urban community, as well as local and state government agencies.
  • Support Director and PHS development team to grow revenue and supporter base to continue delivering impact
  • Knowledge of Philadelphia neighborhoods and comfort traveling throughout the city and region

Responsibilities

  • Develop and maintain workflows and operating procedures for managing back-end operations for Special Programs on the Healthy Neighborhoods team.
  • Provides leadership and support for managing workloads and deadlines.
  • Corresponds with potential and current program participants, fabrication and installation contractors, and other program partners.
  • Oversee the delivery of information to the public and private partners to ensure timely responses and needs.
  • Supports and manages direct reports to ensure materials and supplies are provided and procured in an efficient manner.
  • Lead work assignments to contractors, including property assessments, stormwater tool installations, and other special projects.
  • Reviews and approves contractor paperwork and estimates.
  • Keeps detailed and accurate program records and performs basic data analysis to measure performance and guide decision-making in Rain Check and Trees for Watersheds.
  • Present during community meetings about Healthy Neighborhood program offerings.
  • Support Director with program reporting requirements
  • Other duties may be assigned as necessary.
