The Oregon Health Authority has a fantastic opportunity for a Healthier Oregon Data and Evaluation Advisor to join an excellent team. This is a Full-Time, Permanent, Management Services-Management position with the External Relations Division. The purpose of the Data and Evaluation Advisor (DEA) is to lead the design and implementation of the Healthier Oregon Program evaluation program. The DEA acts as the project leader for the Healthier Oregon evaluation and collaborates with OCHE team members and external and internal community partners and collaborators. The evaluation is to inform state and local agencies, community partners, stakeholders, Coordinated Care Organizations, providers, and elected officials about the success, challenges, funding levels, and policy decisions around the program. The skills and knowledge needed include the ability to lead, manage, develop, implementation, and evaluation of major research and complex data analyses. The DEA will exercise independent judgment appropriately, extensive knowledge of research design and techniques, quantitative and qualitative analysis, sampling theory, statistical software tools, and good working knowledge of current literature and studies in relevant research areas, as well as effective writing skills for both technical statistical reports and a more general lay audience presentation. The DEA may act as OCHE's spokesperson on research matters, and provide support.

  • Lead the design and implementation of the Healthier Oregon Program evaluation program.
  • Act as the project leader for the Healthier Oregon evaluation.
  • Collaborate with OCHE team members and external/internal community partners.
  • Inform state and local agencies, community partners, stakeholders, and elected officials about the program's success and challenges.
  • Manage and develop major research and complex data analyses.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Five years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
  • Excellent customer service skills.
  • Ability to manage multiple tasks and effectively manage irate and hostile members.
  • Proficient in Word, Excel and Powerpoint.
  • Strong Medicaid knowledge, particularly with experience in Medicaid complaints and grievances.
  • Case management or advocacy experience, preferably with populations most impacted by health inequities.
  • Demonstrated skills in organizational collaboration and alternative dispute resolution.
  • Bilingual-bicultural/Multilingual-multicultural.
