OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

  • Lead DOHMH healthcare exercise and training portfolio to support interagency planning, training, and exercises for medical surge and patient movement, incorporating DOHMH subject matter experts to exercise citywide public health emergency operational plans and meet federal Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) grant requirements.
  • Establish and maintain strong relationships with key healthcare operational planning and response partners in support of citywide training, planning, and response objectives.
  • Review documentation for exercises including the exercise plan, master scenario events list (MSEL), after action report and corrective actions; coordinate and co-facilitate meetings to design exercises and review findings from it; ensure data gathering methods provide accurate data for planning assumptions related to the scenario/plan that is the subject of the exercise.
  • Lead, develop, and/or organize trainings associated with agency and coalition preparedness activities focused on developing and exercising critical response capabilities.
  • Engage with intra-agency exercises and training.
  • Contribute to evaluation and improvement of citywide approach to health and medical emergency response including involvement or directing healthcare delivery system trainings/exercises.
  • Serve in the Incident Command System (ICS) Healthcare Systems Support Branch (HSSB) as a desk officer to staff the Emergency Response Group (ERG) when activated and complete emergency response trainings.
  • Master's degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area.
  • A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described above.
  • A satisfactory equivalent combination of education and experience. However, all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described above.
  • Experience working with the healthcare sector, stakeholder engagement and project management.
  • Experience and/or certification in education, teaching, or instruction.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Experience with data collection, analysis, and interpretation.
  • Familiarity with or capacity to learn incident management, project management, and situational awareness software.
  • Professional or Board Certification in Emergency Management, Public Health, Business Continuity or similar.
  • Completion of FEMA Homeland Security Exercise and Evaluation Program course (HSEEP), IS-100, 200, 700, and 800, as well as ICS-300 and ICS-400.
  • Fluency in Microsoft Office.
