About The Position

The Health Systems Specialist serves in a staff capacity in Planning and Analytics and is directly responsible to the Chief of Planning and Analytics at the Detroit VA Medical Center. The primary purpose of this position is to provide planning and analysis support to facility leadership for development and implementation of strategic, tactical and operational plans. The incumbent will conduct special studies, mange projects and assist to meet planning and system redesign facility needs.

Responsibilities

Providing planning and analysis support to facility leadership for development and implementation of strategic, tactical and operational plans.
Developing and preparing strategic capital investment plans (SCIP) including business cases.
Completing environmental assessment including demographic and market analysis to identify health trends for the organization.
Working with facility management to identify, develop and propose strategic space/master plan including new sites of care and site expansion.
Formulating and recommending administrative and clinical decisions including clinical restructuring proposal to assist management in decisions relating to operation of the medical center.
Serving as subject-matter-expert on strategic management including strategic thinking, development of strategic plan and facilitating implementation of strategies.
Organizing work, setting priorities, and determining resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Identifying best practice models for health care delivery and determining applicability to VA operations, conducting cost/benefit analyses, developing strategic and business plans, analyzing demographic and workload data, designing and managing data bases (to include accessing non-VA data sources), and researching health care trends.
Reviewing and interpreting directives, memoranda, and other VHA documents, such as VERA workload reports, performance measures, planning models, program initiatives, clinical inventories, etc., and translates them into sound management practice, organizational goals, and operational effectiveness of the medical center.
Independently studies potential or developing problems affecting operations to arrive at appropriate solutions or recommendations for implementation.
Managing or participating in substantive projects and studies in health care management and organization, ensuring that outcomes support medical center, VISN 10, and VHA goals and priorities.
Serving as subject-matter-expert in areas assigned for study to design studies, collect and analyze data, interpret findings, prepare reports, and communicate recommendations to clinical and administrative leadership.
Participating in negotiations and discussions which affect operational and management activities of the medical center and VISN 10, and makes recommendations to improve operational effectiveness.
