About The Position

Performs complex (senior-level) planning and research work; Work involves developing local, regional, or state plans or programs, developing procedures for implementing plans or programs, and developing procedures for measuring progress made on operational plans or programs; May supervise the work of others; Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Participates as a member of the Public Health Preparedness Response Team (PHPRT); shall respond to all bio-terrorism events or large disease outbreaks and other Public Health emergencies anywhere in the state. Will be required to be "on-call" as assigned or during an event.

Requirements

  • Graduation from an accredited four (4) year college or university with major course work in public health, epidemiology, social or biomedical sciences, biology, or related field.
  • Two (2) years of related experience may be substituted for one (1) year of education.
  • Two (2) or more years' experience in planning and research work.
  • Must have a current valid Texas motor vehicle operator's license.
  • Must be able to be insured by the County's insurance carrier.
  • Knowledge of the Public Health Preparedness and Response and other key public health preparedness activities and initiatives.
  • Knowledge of Public Health, Infectious disease signs, symptoms and laboratory findings for the evaluation of disease risk and mitigation.
  • Knowledge of Texas Public Health laws, preferably those governing the control and reporting of notifiable conditions.
  • Knowledge of statistical concepts and methods and their application to public health research analysis; of measurement, testing, and evaluation; and of research methods, principles, techniques, and philosophies.
  • Ability to communicate effectively and to supervise the work of others.

Responsibilities

  • Conducts planning, research projects, and field surveys.
  • Develops procedures for the implementation, administration, and evaluation of plans or programs and measures progress.
  • Develops methodologies and specifications for planning and research projects.
  • Provides technical assistance on planning projects.
  • Prepares and monitors statistical performance measures.
  • Prepares reports.
  • Participates in technical, policy, and interagency planning meetings.
  • Analyzes needs and constructs and implements decision support-based applications.
  • Identifies, defines, and researches issues of strategic importance.
  • Forecasts and monitors program performance objectives.
  • Collects, organizes, and analyzes data required in the development of plans or programs.
  • Reviews and evaluates planning material for contractual compliance.
  • May supervise the work of others.
  • Performs related work as assigned.
