About The Position

The Health Services Administrator (HSA) is responsible for overseeing and managing the healthcare services provided within a correctional facility. This role involves ensuring that inmates receive appropriate medical, dental, and mental health care, as well as managing healthcare budgets, policies, compliance with regulations, and coordinating the healthcare team within a correctional environment

Requirements

  • Completion from an accredited school facility with a bachelor’s degree in nursing, Masters preferred (can be MHA, MBA with undergraduate in Nursing)
  • Current, unrestricted license to practice as a Registered Nurse in the state in which the facility is located (maintain a current copy of license on file at the facility at all times).
  • At least three years of management experience or equivalent supervisory nursing experience in a healthcare setting required.
  • Proven leadership ability with a demonstrated capacity to motivate, guide, and support multidisciplinary teams.
  • Strong staff development skills, including coaching, training, performance management, and ongoing professional support.
  • Effective conflict resolution skills with a commitment to fair, timely, and professional outcomes.
  • Experience in budgeting, fiscal oversight, and resource allocation.
  • Knowledge of facilities operations, healthcare administration, and operational best practices.
  • Solid understanding of regulatory requirements, compliance standards, and quality assurance processes.
  • Strong clinical knowledge and medical expertise appropriate to a healthcare and correctional environment.
  • Ability to respond decisively to crises and emergency situations, including proficient crisis management and emergency response.
  • Excellent critical-thinking, assessment, and problem-solving skills, with the ability to make independent decisions.
  • Assertive yet empathetic approach to care, maintaining objectivity and professionalism at all times.
  • Exceptional verbal, written, and interpersonal communication skills, including customer service excellence.
  • Proficiency in data management, documentation, and Electronic Health Records (EHR) systems.
  • Intermediate computer skills, including Microsoft Outlook, Word, and Excel.

  • Experience in health education and patient engagement strategies.
  • Ability to establish credibility and command the respect and confidence of patients and staff while supporting the mission and objectives of the facility.

  • Maintains an active Basic Life Support (BLS) certification.
  • Ability to pass all required health and other screening tests.
  • May be required to work nights, weekend, and holidays.
  • On-call duty required (available to work on short notice) as per site requirement.

Responsibilities

  • Oversees all of the day-to-day activities of the health service unit of the assigned correctional facility, ensuring the National Commission on Correctional Health Care (NCCHC) standards of care, State Standards for Corrections, American Correctional Association (ACA) and Performance Based National Detention Standards (PBNDS) as appropriate.
  • Provide administrative assistance to the Site Medical Director.
  • Meets with the institutional authority or his/her designee on a regular basis to optimize healthcare services within the institution.
  • Provide administrative assistance to the Medical Audit Committee.
  • Coordinates the recruitment and selection of candidates with the Talent Acquisition team.
  • Develops and maintains a personnel staffing schedule to meet contract requirements.
  • In collaboration with Human Resources and a higher-level management, enforces CFG Health Systems Occurrence Protocol, Performance Appraisal policy, Progressive Discipline policy, including the termination of employees.
  • Ensures all new CFG Health System employees receive a proper orientation and preceptor assignment.
  • Conducts regular staff meetings.
  • Approve all employee and independent contractor time records and ensure all payroll/reimbursement information is forwarded to CFG corporate office within the established time frames.
  • Coordinate with hospital administrators outside the institution in the delivery of off-site care. At times, when appropriate, will negotiate third party contracts for the institution.
  • Manage the financial performance of the contracted site, by evaluating and approving all expenditures before payment and ensuring the cost-effective controls are established & operating without sacrificing the quality of healthcare.
  • Coordinates the Annual Health Services Planning Process.
  • Provide administrative assistance to the Site Medical Director and the Medical Audit Committee.
  • In conjunction with the medical director, develops and implements the site CQI program.
  • Prepares/submits monthly statistical data and other required reports to the Institutional Authority and to the Management of CFG Health Systems, in a timely manner.
  • Report monthly to the Director of Correctional Services via the Regional Manager, regarding: Budget variances, Progress of the Operational Plan, Communications with client representatives, Pertinent changes affecting the contract, Activities of all health services department, Operational reports
  • Attends all required CFG corporate management staff meetings, travel may be necessary.
  • Performs other position-related duties

  • Promotes culture of safety for patients and employees through proper identification, reporting documentation, and prevention.
  • Maintains competency and knowledge of current standards of practice, trends, and developments in related scope of job role or practice.
  • Adheres to infection control policies and protocols, medication administration and storage procedures, and controlled substance regulations.
  • Participates in ongoing quality improvement activities.
  • Follows facility and OSHA safety rules and procedures while on assignment.
  • Follows facility and CFG Health Systems Occurrence Protocol.
  • Adheres to PREA and HIPPA regulations.
  • Maintains security clearance for the assigned facility.
