About The Position

Under the direction of the Health Equity and Quality Performance Group Manager, develops, monitors, and reports a single set of health equity and quality measures and a health disparity reduction methodology for evaluating the performance of health care service plans, health insurers, hospitals, and physician organizations. Conducts research and analysis to monitor and evaluate health equity and quality performance and develops dashboards, data visualizations, and summary of analyses for public reporting of health equity and quality performance. Engages in positive relationships with external stakeholders and supports internal and external communications. You will find additional information about the job in the Duty Statement. HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026. Requirements

  • Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
  • If you are meeting Minimum Qualifications with education, you must include a copy of your unofficial transcripts and/or license for verification.

  • Describe how your knowledge, skills, education, and work experience qualify you for this position. Include specific examples related to health program administration, policy development, or health care delivery, particularly in the area of quality and equity performance measurement.
  • Provide examples of your experience in conducting data analysis or research related to health program administration, policy development, or health care delivery. Highlight how you have utilized data to inform decision-making, develop reports or memos, or contribute to public-facing dashboards or visualizations.
  • Describe your experience communicating and collaborating with external stakeholders. Include any examples of how you have engaged with health care providers, health plans, insurers, or state agencies, and explain the role you played in supporting project goals or policy implementation.

Nice To Haves

  • At least 3 years of experience in health care delivery, health program administration, or health policy, including major responsibility for a significant program.
  • Experience engaging with both internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience developing, implementing, or evaluating health-related policies or programs.
  • Experience preparing clear and concise reports, memos, and presentations based on data analysis and policy research.
  • Experience with data visualization and/or creating public-facing dashboards.
  • Knowledge of quality and equity performance measurement, health care delivery system, and state or federal health policy.
  • At least 2 years of experience in health care delivery, health program administration, or health policy.
  • Experience engaging with both internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience developing, implementing, or evaluating health-related policies or programs.
  • Experience preparing clear and concise reports, memos, and presentations based on data analysis and policy research.
  • Experience with data visualization and/or creating public-facing dashboards.
  • Knowledge of quality and equity performance measurement, health care delivery system, and state or federal health policy.
