About The Position

The Health Program Specialist I (HPS I) is a highly skilled program consultant in the area of project management related to program policy research, development, implementation, and evaluation related to the Medi-Cal Dental Program, focusing on the Dental Managed Care (DMC) delivery system and the 1915 (b) Waiver Special Terms and Conditions (STCs). The HPS I tracks and analyzes frequent policy changes in the various health care programs administered by the Department of Health Care Services (DHCS) with policies and procedures related to the 1915 (b) Waiver STCs and multiple federal authorities affecting the programs. The HPS I must demonstrate knowledge of the state's Medi-Cal program and other health care programs administered by DHCS, as well as state and federal laws, rules, and regulations governing the Medi-Cal program. The HPS I must also possess knowledge of principles, practices, and trends related to public and business administration management; and supportive staff services. The HPS I performs functions that are sensitive and critical to the Department's basic mission, with responsibility to coordinate various projects including the development of broad policy that has multi-department, immediate, and long-range impacts, and where the level of expertise required is substantially greater than that of other nonsupervisory positions.

Requirements

  • Permanent civil service status or eligibility.
  • Knowledge of the state's Medi-Cal program.
  • Experience in project management related to health care programs.
  • Understanding of public and business administration management principles.
