About the position

The Health Program Specialist (HPS) I position at Pelican Bay State Prison is a limited term role for 12 months, with the possibility of extension up to 24 months or becoming permanent. Under the direction of the Health Program Manager III, the HPS I acts as a technical and subject matter expert in areas such as policy and procedure development, data applications, performance trends, and compliance with medical program regulations. The role includes leadership responsibilities in establishing a health care performance management system, overseeing quality improvement committees, and applying quality improvement tools to achieve performance objectives.

Responsibilities

  • Act as a technical and subject matter expert in the Incarcerated Medical Services Program.
  • Develop policies and procedures related to the medical program.
  • Analyze IMSP-related data applications and performance trends.
  • Ensure compliance with court orders, laws, rules, regulations, and P&Ps.
  • Lead a unit of staff in establishing a health care performance management system.
  • Oversee quality improvement committees and improvement activities.
  • Implement a performance measurement and evaluation system.
  • Create an annual improvement plan incorporating high-priority initiatives.

Requirements

  • One year of experience in California state service as an Associate Health Program Adviser, or three years of progressively responsible experience in health program administration.
  • At least one year of experience with major responsibility in a complex medical care delivery setting.
  • Possession of a Master's Degree in Public Health, Health Administration, or a closely related field.
  • Possession of a Doctoral Degree may substitute for up to one year of required experience.

  • Experience in a correctional health care setting.
  • Familiarity with quality improvement tools and techniques.
  • Strong leadership and communication skills.
