Under direction of the Staff Services Manager II (SSM II), the Health Program Specialist I (HPS I) is responsible for leading the development and review of any contract readiness deliverables associated with the incentive program for Medi-Cal Managed Care Plans (MCP), in partnership with schools and county behavioral health departments to increase the number of K-12 students receiving preventive, early intervention, and behavioral health services from school-affiliated behavioral health providers. Currently, over 50 percent of California children are enrolled in Medi-Cal. The Managed Care Contract Oversight Branch (MCCOB) currently oversees twenty four (24) MCPs, including two (2) specialty plans, and twenty-seven (27) Dual Special Needs Plans. All non-specialty plans are contracted to provide one of five (5) different managed care model types in California's 58 counties. For the purposes of this role, the HPS I will ensure contract compliance by reviewing and approving any identified readiness deliverables and contracts that are submitted from 24 of the MCPs. Additionally, the HPS I will review and approve MCP subcontracts and proposals related to increased access to student behavioral health services, and is responsible for the Contract Oversight (CO) Sections SharePoint Submission Portal to ensure accuracy of Portal data, updated MCP Portal Submission Plan and Quick Reference Guides for CO staff, and development of training materials used by the HPS I to train MCPs and DHCS staff on Portal use. This position has been advertised as limited term and is expected to last up to 12 months. This limited term position may extend up to 24 months if supported by workload or may become permanent if workload becomes permanent.
