About The Position

The Department of Health Care Access and Information (HCAI) is the leader in collecting data and disseminating information about California's healthcare infrastructure. Under the general direction of the Staff Services Manager I of the Cost Transparency Prescription Drug Unit within the Office of Information Services (OIS), the Health Program Specialist (HPS) I will serve as the program coordinator and provide support for the collection of Pharmacy Benefit Manager (PBM) data for the Health Care Payments Data Program (HPD). The incumbent will serve as a subject matter expert and a highly skilled coordinator in the areas of stakeholder outreach and engagement, contract management, budget tracking, regulation development, and legislative bill analysis activities under the Cost Transparency Prescription Drug Unit. In addition, the HPS I will serve as the contributing writer and editor responsible for communicating with PBMs required to submit data to the HPD program. This may include developing content for the program website, listserv emails, newsletters, and public reports. Lastly, this position will contribute to supporting the HPD submitter group and other outreach and engagement meetings geared towards PBMs. In HCAI's OIS work environment, staff handle confidential patient data. Specific statutes and regulations, and HCAI policies and procedures, govern the collection, storage, disclosure, and use of confidential data. The incumbent is responsible for the safe and secure handling of this data in compliance with these policies and procedures.

Requirements

  • Possession of Minimum Qualifications as verified prior to interview and/or appointment.
  • Experience in written and oral communication with industry organizations, governmental agencies, executive staff, legislative staff, oversight agencies, or the public.
  • Experience in a program consultant or coordinator capacity.
  • Experience in outreach, stakeholder engagement, or providing technical assistance.
  • Experience in planning and monitoring work and projects.
  • Experience in applying and interpreting statutes and/or regulations.
  • Experience in preparing written documentation.
  • Experience with bill analysis and/or regulation development.
  • Education or experience in the healthcare, hospital, or public health industry.
