The Health Program Administrator II will be responsible for overseeing all fiscal and administrative aspects of large complex grant awards and coordinating with all organizational units across the New York State Department of Health (NYS DOH). The incumbent will oversee the budget management, tracking and reporting on Program progress, personnel transactions, and contract management. The individual will be responsible for the oversight of personnel and workflow associated with processing and tracking personnel transactions, contracts, consultant agreements, purchase requisitions and other grant related transactions. The incumbent will lead the development and implementation of tracking systems, internal controls, and procedures for new program initiatives, will serve as liaison with other Health Research, Inc. (HRI) staff, program staff and external partners to resolve issues/problems, and oversees the compilation and management of data to be used in the preparation of progress reports.

  • Oversee all fiscal and administrative aspects of large complex grant awards.
  • Coordinate with all organizational units across the New York State Department of Health (NYS DOH).
  • Manage budget, track and report on program progress.

  • Compile and manage data for progress reports.
  • Bachelor’s degree in a related field and four years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate degree in a related field and six years of such experience; OR eight years of such experience.
  • At least two years of experience must have included supervision of staff and/or program management.
  • A Master’s degree in a related field may substitute for one year of general experience.
  • At least two years of experience managing complex grants, including the development and management of budgets.
  • Experience with both Federal and non-Federal sponsor guidelines and requirements.
  • Experience with processing contracts, personnel transactions, and purchasing.
  • MS Word experience and intermediate to advanced Excel skills.
  • Experience with electronic federal grant submission and federal applications such as Grants.gov, Grantsolutions and RedCap.
  • Demonstrated, excellent communication and organizational skills.
  • Demonstrated ability to manage multiple priorities and a large volume of work in a fast-paced office environment.
