The Health Program Administrator 1 (HPA 1) will work in the Department of Health's (DOH) Buffalo Office, within the Western Region, and will lead a team that performs Western Region-wide administrative functions, as well as coordinative work with other centers and offices within Western Region and DOH. In coordination with the Western Region Deputy Director and Western Region Associate Commissioner, this position will oversee administrative operations in the Western Region Buffalo office including but not limited to: Performing professional administrative functions related to coordination of recruitment and personnel activities for the Department of Health Western Regional offices. In this capacity, the position will consult with Programs, Regional Leadership and Human Resources Management Group to develop Western Region specific procedures to standardize recruitment workflows; coordinate review, preparation, issue reconciliation, and track of all recruitment requests at the regional level; provide guidance to hiring managers on recruitment-related functions such as development of request to fill documents and justifications, and components to include in hiring packets. This includes developing regional processes for recruitment, new hire onboarding and employee separation. This position will serve as a liaison with Human Resource Management Group and the region. Reviewing and assessing administrative policies and procedures under the direction of managerial and executive staff. Assisting in identifying and defining policy issues, providing interpretation, disseminating and implementing DOH policies, refining Area Office policies and providing technical assistance, forms and information to regional staff when needed. Providing supervision, daily oversight and providing assignments to a team of staff, conducting performance evaluations, establishing goals, objectives and workplan assignments, approving time and attendance, and ensure that protocols and policies are followed, and that confidentiality is maintained in accordance with Department policy. Participating in planning building improvements, serving as office liaison for building management, security and maintenance and ensuring building evacuation plans are up to date and annual evacuation drill(s) are conducted. Communicating with regional leadership, participating in regional leadership meetings, preparing reports and written materials and maintaining and organizing all administrative files. Overseeing regional office reception, including ensuring staff providing reception and phone coverage have resources needed to direct callers and visitors appropriately.
