About the position

The Program Manager II - Health Equity Operations supports strategic efforts to embed health equity across Samaritan Health Plans' (SHP) operations, with a focus on member engagement, outreach, communications, and regulatory compliance. This position reports directly to the Associate Vice President of Health Equity and Member Advocacy and plays a key role in advancing SHP's commitment to equitable, person-centered care. Working in close collaboration with the SHP Member Advocacy Liaison, the Social Determinants of Health Department, and the Government Programs Department, this role ensures that SHP's member-facing strategies and communications reflect accessibility, inclusion, and alignment with the IHN-CCO Health Equity Plan and other regulatory requirements.

Responsibilities

  • Leads operational components of health equity initiatives in coordination with internal teams and strategic partners, ensuring projects are implemented effectively and aligned with SHP's equity goals.
  • Develops, reviews, and maintains member-facing materials, including handbooks, notices, letters, web content, and member portal materials.
  • Ensures content meets 508 accessibility standards, health literacy guidelines, translation requirements, and culturally responsive communication practices.
  • Conducts periodic audits of member materials to assess accessibility, regulatory compliance, and alignment with health equity principles.
  • Leads improvement efforts based on findings.
  • Collaborates closely with the SHP Member Advocacy Liaison to integrate member voice and lived experience into communication strategies and equity initiatives.
  • Partners with the Social Determinants of Health and Government Programs departments to support equity-aligned operational improvements and ensure consistency across member-facing and regulatory efforts.
  • Supports the Delivery System Transformation (DST) Committee, including coordination, member engagement, and integration of health equity into committee processes and communications.
  • Supports the DST Community Grant process, contributing to equitable implementation, community outreach, reporting, and alignment with the IHN-CCO Health Equity Plan.
  • Participates in community engagement and outreach efforts, including events and initiatives that uplift underrepresented and priority populations.
  • Monitors key performance indicators and analyzes data to evaluate the effectiveness of equity and engagement strategies.
  • Prepares reports for leadership and regulatory partners.
  • Maintains and updates policies, procedures, and documentation related to equity operations, communications, and member engagement.
  • Supports internal training and technical assistance.
  • Provides both strategic and operational oversight, managing complex tasks and escalating issues as appropriate to ensure initiatives stay on track and in alignment with broader organizational goals.

Requirements

  • Bachelor's Degree in a related field or equivalent experience required.
  • Three (3) years directly related experience in a managed care/health plan/health insurance setting required.
  • Leadership experience required.
  • Experience in management principles, practices, policies, procedures and regulations as they relate to assigned program(s) required.
  • Experience and/or training in computer applications, including word processing and spreadsheet software, required.
