About The Position

The Southern California Pipe Trades Administrative Corporation (SCPTAC) in Los Angeles, CA is looking to hire a full-time Health & Welfare Benefits Manager to work under our CEO, managing our Health Funds Department. ABOUT SOUTHERN CALIFORNIA PIPE TRADES ADMINISTRATIVE CORPORATION (SCPTAC) We administer comprehensive benefits for members of District Council No. 16 of the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada, AFL-CIO. The United Association is made up of more than 300,000 of the most highly skilled tradesmen across the United States and Canada in the plumbing, pipe fitting, air conditioning, refrigeration, landscape, irrigation, and lawn sprinkler industries. We cover 14 local unions in Southern California, with jurisdiction throughout Santa Barbara, Ventura, San Luis Obispo, Los Angeles, Orange, Riverside, San Bernardino, Imperial, and San Diego counties. We administer our trust funds efficiently, professionally, and in accordance with all applicable laws and regulations. The successful candidate will manage several Taft-Hartley health & welfare funds, including claims processing. This position will promote the organization's goal of excellent customer service. The manager will supervise, train, coach, and mentor SCPTAC employees. This manager position pays a competitive salary of $125,000 - $150,000 , depending on education, skills, and experience. EXPERIENCE & GENERAL JOB REQUIREMENTS: Bachelor's degree or equivalent work experience 5+ years of experience in Taft-Hartley health fund administration, claims processing or related fields Certification preferred (CEBS, etc.) Strong organization, prioritization, and time management skills Excellent interpersonal and customer service skills Ability to communicate effectively in written and verbal English Strong project planning and project management skills Proficient with Microsoft Office applications Strong mathematical, analytical, and problem-solving skills

Requirements

Responsibilities

  • Manage the workflow of medical, dental, vision, prescription drug, and HRA claims to ensure that benefits are paid timely and correctly
  • Compile, analyze, and prepare reports for the funds' Trustees and actuaries
  • Develop presentations and reports for senior management and the Board of Trustees when requested
  • Attend local union meetings and picnics to provide benefits information to members
  • Oversee all aspects of the working relationship between the Fund and its PPO and HMO providers
  • Prepare fund notices, Supplements and Summary Plan Descriptions
  • Research and prepare cases for the review of the Boards of Trustees' Appeals Committees
  • Resolving escalated participant and/or provider inquiries
  • Administer the Funds in compliance with applicable federal and state laws and regulations
  • Overseeing internal and external audit processes
  • Ensure the efficient and successful operation of the SCPTAC and the trust funds it administers
  • Manage unionized (OPEIU) non-exempt office staff (including recruitment, selection, orientation, training, coaching, counseling and reinforcing SCPTAC values, policies and procedures) in coordination with the Human Resources Department
  • Establish and maintain high levels of customer service
  • Develop, implement, document, monitor, and enforce policies, procedures, and controls
  • Disseminate advisories, warnings, and new techniques to employees
  • Appraise employee performance
  • Determine and effectively communicate production, productivity, quality, and customer service standards
  • Forecast staffing demands
  • Assist other Managers and the Human Resources Department to train employees
  • Interact with other SCPTAC managers and professionals
  • Maintain confidentiality in accordance with applicable law, regulations, and sound business practice
  • Maintain and update knowledge in the Taft-Hartley benefit field and other areas relevant to job duties by taking advantage of educational opportunities, reading professional publications, and participating in professional organizations
  • Monitor expenses and identify opportunities for savings
  • Keep accurate records of discussions and correspondence
  • Develop and maintain detailed schedules for projects
  • Detect, diagnose, and resolve problems
  • Identify and implement best practices and areas that need improvement
  • Evaluate, audit, and re-design processes
  • Assist with preparation of annual budget, schedule expenditures, analyze variances, and initiate corrective action
  • Communicate courteously and professionally by telephone, email, letter, and in person
  • Handle complaints
  • Other responsibilities as assigned by the CEO and Board of Trustees
