About The Position

Requirements

  • Masters degree in Public Administration, Social Work, or a related field with ten to fifteen years management and human services experience.
  • Ability to operate a variety of office equipment including personal computer, calculator, photocopier, and telephone.
  • Ability to assign, supervise, and review the work of others.
  • Ability to make decisions regarding the selection, discipline, and discharge of employees.
  • Ability to add, subtract, multiply, divide, calculate decimals and percents, and make use of the principles of descriptive statistics.
  • Ability to comprehend and interpret a variety of documents including statistical, financial, status, and other reports.
  • Ability to prepare a variety of documents including Directors report, budget presentations, and departmental newsletters.
  • Ability to use and interpret legal and medical terminology relating to human services, and basic accounting terminology.
  • Ability to communicate effectively with department managers and supervisors verbally and in writing.

Responsibilities

  • Determines goals and objectives for the Department; reviews and resolves conflicting goals and objectives of units within the Department.
  • Develops and supervises short and long term plans related to programs, staffing, and capital projects.
  • Develops departmental budget.
  • Oversees and ensures implementation of various programs to ensure consistency and efficient levels of achievement.
  • Represents the Department to the County Executive, County Board, other departments, and the general public.
  • Provides input and data to the County Board and County Executive to assist in the formulation of policy decisions.
  • Supervises the administration and application of policies, procedures, manuals, labor agreements, directives, and ordinances; standardizes methods of operation.
  • Ensures the execution of mission statements; reviews statements for appropriateness, making modifications as required.
  • Provides administrative support to all units within the Department; prepares performance evaluations for key staff.
  • Coordinates and serves as a member of administrative committees, as appropriate.
  • Disseminates broad policy issues for organizational impact.
  • Develops and implements educational programs as needed.
  • Performs other administrative functions as assigned by the County Executive.
