Job Purpose: The purpose of this position is to provide effective management of World Vision Lebanon’s Supply Chain, Procurement, Logistics, Fleet, and ICT functions, working closely with the National Director to ensure high‑quality, integrated, timely, and cost‑effective support to program operations. The Head of Support Services plays a key role in strengthening operational excellence, stewardship, and compliance, ensuring all processes align with World Vision International standards and donor requirements. The role supports the National Director by ensuring that essential operational services are delivered efficiently and responsibly through a collaborative, human‑centred approach that advances WV Lebanon’s mission and vision. Leadership and Management Demonstrate World Vision’s core values, vision, and mission across all areas of responsibility, modeling integrity, stewardship, and service. Serve as a key liaison with Senior Leadership to ensure supply chain, logistics, and fleet services are effectively integrated into program and office operations. Provide leadership and coordination to SCM, supply chain, logistics, and fleet services teams, fostering collaboration, professionalism, and a human‑centered approach. Promote understanding and compliance with child safeguarding policies, ensuring relevant training is embedded within supply chain, logistics, and fleet services functions. Collaborate closely with the National Director or delegate on legal, compliance, and operational matters related to supply chain, logistics, and fleet services. Strengthen cross‑functional cooperation across departments to ensure timely, high‑quality service delivery. Foster a culture of inclusion, trust, transparency, and accountability within the supply chain, logistics, fleet teams. Supply Chain and Procurement Oversee adherence to supply chain and procurement policies aligned with WVI and WV Lebanon standards. Support and mentor the supply chain team to strengthen shared services, resolve challenges, and improve performance. Represent supply chain in strategic planning processes and ensure alignment with program and operational needs. Contribute to functional strategy development in alignment with Global SCM and regional priorities. Review procurement plans for alignment with operational needs and ensure timely execution. Support procurement committee decisions and supplier assessments to ensure transparency and compliance. Oversee contract drafting and supplier relationship management, ensuring legal review where required. Ensure effective use of procurement dashboards and tools for internal reporting and performance monitoring. Strengthen supplier onboarding and relationship management through clear communication, documentation, and continuous improvement. Oversee development of supply chain KPI dashboards for reporting to the National Director and SLT. Ensure SC systems are fully prepared to support emergency readiness and rapid operational response across all program locations. Fleet, Logistics, and Warehouse Management Oversee national fleet operations to ensure safe, compliant, and efficient use of WVL vehicles whether owned or rented. Implement systems for accurate fleet reporting including fuel tracking, vehicle performance, and documentation. Ensure driver training, vehicle inspections, and insurance compliance in line with WVI standards. Enforce trip and incident management protocols with attention to environmental impact and responsible stewardship. Lead review and improvement of warehouse systems and SOPs to ensure strong inventory management and compliance. Oversee logistics planning and coordination to ensure efficient storage, distribution, and reporting across all projects. Develop and implement a national logistics strategy aligned with program goals and optimized resource use. Manage logistics and fleet budgets, ensuring efficient spending and recommending adjustments as needed. Ensure fleet and logistics systems are fully prepared to support emergency readiness and rapid operational response across all program locations. ICT Leadership Oversight and Strategic Alignment Provide strategic leadership oversight to the ICT department, ensuring its priorities, systems, and initiatives are aligned with programmatic needs and organisational strategy. Offer guidance and support to the ICT Manager, who will report directly to the Head of Support Services, focusing on leadership development, strategic direction, and cross‑departmental collaboration rather than day‑to‑day operational management. Strengthen integration between ICT and other departments to enhance digital enablement, data systems, technology adoption, and operational efficiency across the organization. Promote a culture of innovation, service excellence, and accountability within the ICT function; ensuring technology solutions effectively support program quality, evidence generation, and organisational agility. Risk, Control, and Compliance Assess and strengthen risk management processes to ensure alignment with WVI global standards. Evaluate organizational risk exposure and ensure mitigation plans are in place and regularly updated. Embed risk mitigation measures into operational processes through SOPs, policies, and training. Ensure adherence to internal controls and compliance requirements across supply chain, logistics, and fleet functions. Coordinate with regulatory authorities to ensure compliance with Lebanon’s legal requirements in SC. Participate in investigations of non‑compliance or misuse of assets and recommend corrective actions. Lead root cause analysis for audit findings and monitor implementation of corrective measures. Faith and Development Integrate Christian Values: Ensure supply chain, fleet, and logistics policies and practices reflect the organization’s Christian identity, promoting integrity, stewardship, and respect. Ethical Decision-Making: Embed faith principles into procurement, vendor relationships, and resource management to uphold transparency and fairness. Perform other duties as required Under the direction of the National Director and in collaboration with senior leadership team members, ensure that Support Services functions are aligned with the strategic and daily operational needs of the organization and its program operation teams. Requirements

  • Bachelor Degree in Business Administration, Finance, Supply Chain Management, Procurement, IT or equivalent professional qualification (advanced CIPS), A Masters’ degree preferred.
  • Professional certification(s) in Support Service sector (e.g. Supply Chain, procurement etc.) a plus.
  • 5 to 7 years of progressive responsibilities in Support Services/Operations with medium business/medium NGO/government agency, with minimum of 3 years in a manager role;
  • Substantive experience working in the INGO sector navigating multiple donor requirements and ideally, in a minimum of one country post outside Lebanon;
  • Thorough working knowledge of Supply Chain, Fleet, Logistics, IT, and Administration functions within an INGO setting
  • Excellent knowledge of Lebanon laws and regulations, including related to the Port Authority and Airport Cargo.
  • Proven track record to in establishing a Supply Chain, Fleet and Logistics unit that delivers on time and on budget.
  • English and Arabic reading, writing, and speaking is required
  • Requires ability and willingness to travel up to 30% in Lebanon
  • Occasional international travel, if needed.
  • Excellent and proven decision-making skills and ability to take calculated, mitigated risks.
  • Proven track record to in establishing a coherent SCM, fleet and Logistics unit that delivers s on time and on budget.
  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
