About The Position

The Managing Director - Head of Liquidity Governance will lead the Global Liquidity Management (GLM) Group within State Street's Global Treasury organization. This role is responsible for overseeing liquidity planning, monitoring, analytics, and regulatory reporting, ensuring compliance with regulatory requirements, and managing the liquidity governance framework. The position requires collaboration with various teams to maintain liquidity within firm policies and regulatory expectations.

Requirements

  • BA/BS degree in finance or related field; M.Sc. preferred.
  • CFA and/or FRM preferred.
  • 15+ years of relevant experience in the financial services industry, specifically in Liquidity Management within a large bank.
  • Strong knowledge of financial markets and the banking regulatory environment.
  • Extensive experience working with US and European regulators, particularly in the liquidity space.
  • Strong written, verbal communication and time management skills.
  • Ability to multi-task, manage priorities, and delegate team tasks while maintaining focus on priorities and deadlines.
  • Detail-oriented, well-organized, innovative, and a self-starter with a high level of initiative.

Responsibilities

  • Envision, establish and lead GLM's comprehensive governance, communication, and response strategy for regulatory, supervisory and internal oversight matters.
  • Ensure processes and responsibilities are assigned to and owned by the appropriate groups within GLM.
  • Advise, develop and evolve internal policies, procedures and processes to meet regulatory requirements.
  • Own the contingency funding plan and its administration as well as liquidity sections of the resolution and recovery plans.
  • Manage the group's control design, implementation and continuous monitoring framework.
  • Oversee the group's New Products Review and Approval process.
  • Act as the central point of contact to track, manage, and respond to regulatory, compliance, Risk and Audit inquiries.
  • Frame formal responses with detailed documentation and evidence to close out any open issues.
  • Ensure adherence to all policies, controls and procedures, documenting evidence as required.
  • Monitor liquidity limits and early warning indicators, escalating as necessary according to policies and procedures.
  • Facilitate and manage liquidity committees secretarial activities.
  • Foster an environment that promotes compliance, continuous improvement, and effective controls.
